City Council

August 7, 2007

                                                                                   

Mayor Roy Strong, presiding

 

The meeting was called to order at 7:00 p.m. with the pledge to the flag.

 

The clerk called the roll finding the following Aldermen physically present: Mietzner, Orr, Hall, Combes, Hermes, Hoppe, Studer and Gilmour.

           

Alderman Mietzner made a motion and Alderman Hermes seconded to Open the Public Hearing on the Annexation of the Waste Management Property.  All yes.  Motion passed.  The hearing was opened at 7:01 p.m. 

 

Attorney Jeffrey L. Fisher was present on behalf of his client Waste Management.  He stated that only 2 acres of the property was in the city limits and this would simply be balancing out the property to the city.   The property would all be zoned the same zoning.   He has seen the future site plans of the new buyer and has no objections to the plans.

 

City Administrator Sheryl Puracchio stated that she did not know why this property was not all annexed into the city at the same time.  She stated that the business who is looking to purchase this property will be refurbishing trailers and plans to redo the property and landscape it to make it look better. 

 

No public comments.

 

Alderman Mietzner made a motion and Alderman Studer seconded to Close the Public Hearing on the Annexation of the Waste Management Property.  All yes.  Motion passed.  The public hearing was closed at 7:05 p.m.

 

Alderman Combes  made a motion and Alderman Hoppe seconded to Approve both dates of the minutes from July 17 and July 19, 2007 meeting and have them placed on file.  All yes.  Motion passed.

 

Mayor’s Report:   The Mayor awarded Teresa Zielinski with a Police Commission Certificate for her 10 years of service.  She is the first and only women to serve on the Commission.  The mayor thanked her for her years of service to the community.  She resigned from her position due to health related reasons, but stated that she had a great time and enjoyed it.   

 

Citizen’s Comments:    None at this time.

 

Planning and Zoning Committee:    The next scheduled meeting is Thursday, September 6, 2007 at 7:00 p.m.

                                   

Health, Safety, Buildings, Grounds & Parks Committee:    Alderman Combes made a motion and Alderman Hall seconded to Accept the Ordinance #07-08-07-01 authorizing the Mayor to enter into the Demolition contract between the City of Wilmington and Grosshenning, Inc. Not to exceed the amount of $7,200.00.  All yes.  Motion passed.

 

Water, Sewer, Streets & Alleys Committee:   Alderman Gilmour made a motion and Alderman Studer seconded to Accept the Resolution #2007-11 for MFT Improvements of Street and Alleys.  All yes.  Motion passed.

 

Alderman Studer made a motion and Alderman Gilmour seconded to Approve the Ordinance #07-08-07-02 accepting the Jurisdictional transfer for a portion of Kahler Road and a portion of South Arsenal Road..  All yes.  Motion passed.

 

Alderman Gilmour made a motion and Alderman Hermes seconded to Approve Ordinance #07-08-07-03 amending Sewer rates.  All yes.  Motion passed.

 

Alderman Gilmour made a motion and Alderman Hoppe seconded to Accept Resolution #2007-12 amending the Garbage Collection Rate.  All yes.  Motion passed. 

 

Next scheduled meeting is set for Wednesday, September 12, 2007 at 5:30 p.m.

 

Police and ESDA Committee:    Nothing to report at this time.  Next scheduled meeting on Monday, August 13, 2007 at 5:30 p.m.

 

Finance/Administration/Land Acquisition Committee:     Alderman Hermes made a motion and Alderman Mietzner seconded to Approve the July payables in the amount of $158,173.96.  All yes.  Motion passed. 

 

Next scheduled meeting is Thursday, August 21, 2007 at 6:30 p.m.

 

Ordinance and License Committee:   Nothing at this time.  Next scheduled meeting is scheduled for Tuesday, August 14, 2007 at 6:00 p.m.

 

Personnel and Collective Bargaining Committee:.   Alderman Mietzner made a motion and Alderman Gilmour seconded to Hire Kyle Davis, as a City of Wilmington Public Works Crew #1 Member at an hourly rate of $17.12.  All yes.  Motion passed.

 

Alderman Mietzner made a motion and Alderman Hermes seconded to Hire Cindy Haywood as a permanent part-time employee for the City of Wilmington’s Clerk Position at an hourly rate of $12.58.  All yes.  Motion passed. 

 

City Administrator Report:     Sheryl Puracchio reported that the departments are working to set goals and to try and follow them through.  She also stated that she and Joanne are  working on getting out a newsletter to all departments informing them of what  is going on with employees and trying to keep everyone informed.  She stated that the newsletter should be out by the last week of the month. 

 

Attorney’s Report:    Attorney Justin Fredin had nothing to report at this time.

 

Executive Session:   Nothing at this time.

 

Alderman Gilmour made a motion and Alderman Hermes seconded to Adjourn the Meeting at 7:17p.m.  All yes.  Motion passed.
