                                    Alderman Gilmour made a motion and Alderman Hermes seconded to open the Water Sewer Streets & Alleys at 5:35 p.m.  All yes. Motion passed.

 

                                    Alderman Combes made a motion and Alderman Hermes seconded to approve the minutes as written and placed on file.  All yes. Motion passed.

 

DISCUSSION:         Davy Lane Lights

 

ACTION:                   Steve Evans stated his concern over the lack of lighting on Davy Lane.  Orr explained electric poles would be used to house the lights eliminating the cost of poles.  The only cost would be of the lights and wiring.  Theobald to meet with Puracchio to discuss the cost of project.

 

DISCUSSION:         Sidewalk Project Bid Discussion

 

ACTION:                   Alderman Studer produced two letters, one from Illinois Department of Labor stating a violation was made against B & T Services of Monee, Inc. and one from the Laborers Pension and Welfare Funds of Chicago indicating a law suit has been filed against B & T Services of Monee, Inc.

                                   

A representative from B & T stated the work done in the past was done properly.  Council stated the quality of work was never questioned, the business practices were.  The Gentleman from B & T Services said he would produce a Letter of Credit from his bank, a letter from the Union stating restitution has been made to employees of the last Wilmington project and also a letter from the Labor Board indicating past issues have been resolved.

 

DISCUSSION:         Fire Hydrant Painting Update

 

ACTION:                   Jeffries will supply a list of approximately 200 more hydrants that need to be painted.

DISCUSSION:         Sunset Drive Ditch

 

ACTION:                   Theobald explained the Sunset Drive Ditch was budgeted for approximately $35,000 not $200,000 as thought by the Engineers.  Orr asked if this project can be done in phases.  Theobald explained the funding is available through short term revenue bonds to be levied this fiscal year. 

                                   

Mayor Strong suggested adequate funding be available for projects before being brought before Council.  Orr suggested bids be addressed at their respective Committee Meeting then sent to Council for approval.

  

                                    Orr made a motion, seconded by Gilmour, to bring to full council

                                    the approval to accept the low bidder. All yes.  Motion passed.                             

DISCUSSION:         Wilmington High School Update          

 

ACTION:                    It was mentioned the storm sewers for the new homes next to the High School are setting on the property lines 4 ft. below the street.  Our Engineers feel insulating the pipes will be sufficient to eliminate frozen pipes.  Van Duyne’s concern was the heavy equipment crushing the lines because of their depth. 

                                   

COMMENTS:           Jeffries explained a large bill, approximately $30,000., will be presented to the Council for payment approval.  ComEd disconnected the service of the old Police Station at our request.  Unknown to all, the lift stations were included on that account. 

 

                                    Hermes made a motion and Studer seconded to close the meeting at 6:10 p.m.  All yes. Motion passed.
