Mayor Roy Strong, presiding

 

The meeting was called to order at 7:00 p.m. with the pledge to the flag.

 

The clerk called the roll finding the following Aldermen physically present: Combes, Hall, Hermes, Hoppe, Studer, Mietzner and Gilmour.

 

Aldermen Orr was not present.

           

Alderman Hoppe made a motion and Alderman Combes seconded to Approve the minutes from September 18, 2007 meeting and have them placed on file.  6 yes. Mietzner abstained.  Motion passed.

 

Mayor’s Report:    The Mayor announced the appointment of Joel Buza as the Planning and Zoning Commissioner.  Alderman Mietzner made a motion and Alderman Gilmour seconded to Approve the Mayoral Appointment of Joel Buza as City Planning and Zoning Commissioner for the term of five years.  All yes.  Motion passed.

 

Citizen’s Comments:     None at this time.

 

Planning and Zoning Committee:      The next scheduled meeting is Thursday, November 1, 2007 at 7:00 p.m.

                                   

Health, Safety, Buildings, Grounds & Parks Committee:   Nothing to report at this time.

 

Water, Sewer, Streets & Alleys Committee:    Alderman Gilmour made a motion and Alderman Hermes seconded to Accept the Bid from P.T. Ferro of Joliet for the MFT Streets and Alleys Project not to exceed $141,918.86.  All yes.  Motion passed.

 

Alderman Gilmour made a motion and Alderman Hall seconded to Accept the Bid from Gallagher Asphalt Concrete of Thornton for the Deer Ridge Street Project not to exceed $270,324.00.  All yes.  Motion passed.

 

Alderman Gilmour made a motion and Alderman Hall seconded to Accept the Bid from B & T Services of Monee for the Sidewalk Bid not to exceed $13, 320.00.  5 yes, 1 No by Studer and 1 abstained by Mietzner.  Motion passed.

 

Alderman Studer made a motion and Alderman Gilmour seconded to Approve Resolution No. 2007-11, a Resolution for Improvement by Municipality Under the Illinois Highway Code - Opticom System.  All yes.  Motion passed.

 

Alderman Studer made a motion and Alderman Hermes seconded to Approve the first and final payment to Insituform Technologies for the CDBG Slip lining project in the amount not to exceed $94,213.50.  All yes.  Motion passed.

 

Alderman Studer made a motion and Alderman Hermes seconded to Approve the first change order in the amount of $76,002.00 to Williams Brothers to replace unsuitable material under control and equipment buildings, to change metal buildings to block buildings, to change ductile pipe to PVC, and connect existing offsite field drain to existing storm sewer for the Wilmington Waste Water Treatment Facility.  All yes.  Motion passed.

 

Alderman Studer made a motion and Alderman Mietzner seconded to Approve the first payout to Williams Brothers in the amount of $543,644.58 for the Wilmington Waste Water Treatment Facility.  All yes.  Motion passed.

 

Next scheduled meeting is set for Wednesday, October 10, 2007 at 5:30 p.m.

 

Police and ESDA Committee:     The Mayor swore in the new Police Officer, Matthew Kiebles.  He has several years experience as an officer and previously worked in Addison, Illinois.   

 

Next scheduled meeting for Monday, October 8, at 5:30 p.m. has been cancelled.

 

Finance/Administration/Land Acquisition Committee:     Alderman Hermes made a motion and Alderman Mietzner seconded to Approve the September payables in the amount of $162,223.65.  All yes.  Motion passed. 

 

Next scheduled meeting is Thursday, October 16, 2007 at 6:30 p.m.

 

Ordinance and License Committee:   Alderman Hoppe announced the first reading of Responsible Bidders Ordinance, noting the deletion of the pension and hospital and to change the Resolution to an Ordinance.  Alderman Hoppe also announced the first reading of Amendment to Chapter 157 Building Code and to add an addendum to allow reassessing of building. 

 

 Next scheduled meeting scheduled for Tuesday, October 9, 2007 at 6:00 p.m. has been cancelled.

 

Personnel and Collective Bargaining Committee:  Nothing at this time.

 

City Administrator Report:     Sheryl Puracchio reminded everyone that next week is city wide fall cleanup.  The Mayor asked the press to include in the newspapers that people do not put their leaves in the road ways, but to leave them on the grass area.  When the leaves are in the roadways, it blocks the storm drains from draining properly.  He also stated that you can put the leaves and grass clippings in the yard bags.  The City is planning on hiring a part-time person for the leave pick up, but Waste Management has already started on October 1.     

 

Attorney’s Report:    Attorney Mahoney had nothing to report at this time.

 

Executive Session:   Nothing at this time.

 

Alderman Gilmour made a motion and Alderman Hermes seconded to Adjourn the Meeting at 7:15p.m.  All yes.  Motion passed.
