City Council
October 16, 2007
Mayor Roy Strong, presiding
The meeting was called to order at
7:00 p.m. with the pledge to the flag.
The clerk called the roll finding
the following Aldermen physically present: Combes, Hall, Hermes, Hoppe, Studer,
Mietzner and Gilmour.
Aldermen Orr was not present.
Alderman Gilmour made a motion and
Alderman Hermes seconded to Open the
Public Hearing regarding BINA - Intent to sell $140,000 General Obligation
Bond. All yes. Motion passed and the hearing was opened at
7:02 p.m. Alderman Mietzner questioned
the rate of the bond. Administrator
Puracchio stated that the rate is not set yet and it is difficult to determine
the repayment numbers. The City will
talk to the Buyers to get the lowest rate in the next 7 to 14 days. Alderman Combes made a motion and Alderman
Hoppe seconded to Close the Public
hearing. All yes. Motion passed and the hearing was closed at
7:03 p.m.
Alderman Gilmour made a motion and
Alderman Hoppe seconded to Approve the
minutes from October 2, 2007 meeting and have them placed on file. All yes. Motion passed.
Mayor’s Report
The Mayor announced and read the
Proclamation naming October 29, 2007 as Wilmington Coalition for a Healthy
Community Day and stated that it is red ribbon week at the local schools. Alderman Mietzner made a motion and Alderman
Hall seconded to Proclaim Wilmington
Coalition for a Healthy Community Day on October 29, 2007. All yes. Motion passed.
Citizen’s Comments
Joan Lee was present on behalf of
the Wilmington Coalition for a Healthy Community and handed out invitations to
the Board which invited them to the first anniversary celebration and open
house which will be held on Monday, October 29th.
Planning and Zoning Committee
The next scheduled meeting is

Health, Safety, Buildings, Grounds & Parks Committee
Nothing to report at this time.
Water, Sewer, Streets & Alleys Committee
Alderman Gilmour made a motion and
Alderman Mietzner seconded to Accept the
Bid from JM Electric from Westchester, Illinois not to exceed $56,285 for the
OPTICOM system. All yes. Motion passed.
Alderman Studer made a motion and
Alderman Gilmour seconded to Approve
Ordinance #07-10-16-01, an ordinance proposing the issuance of bonds for
Special Service Area Number 1-Deer Ridge.
All yes. Motion passed.

Police and ESDA Committee
Nothing to report at this time.

Finance/Administration/Land Acquisition Committee
Alderman Hermes made a motion and
Alderman Mietzner seconded to Approve
the September 2007 payables in the amount of $570,393.35 and the September 2007
Collector’s Report in the amount of $191,443.29. All yes. Motion
passed.
Next scheduled meeting is Thursday,
November 20, 2007 at 6:30 p.m.
Ordinance and License Committee
Alderman Hoppe announced the second
reading of Responsible Bidders Ordinance.
Alderman Studer announced the second reading is to have revisions made
and approved at next meeting. Alderman
Hoppe also announced the second reading of Amendment to Chapter 157 Building
Code.
Next scheduled meeting is scheduled for Thursday, November 15,
2007 at 6:00 p.m.
Personnel and Collective Bargaining Committee
Nothing at this time.
City Administrator Report
Sheryl Puracchio announced the Union
Management meeting is scheduled for October 23 and is no longer in formal
discussion. She also announced that
with the last sever storms; FEMA will now provide disaster assistance. Homeowners, business owners and renters who
sustained damage or loss during the heavy rains may apply for disaster
aid.
Alderman Mietzner thanked Sheryl for
handling and smoothing out the problems so far since she has been the
Administrator. Sheryl thanked Pat
Nugent for all his help and noted the open door policy has been very
helpful.
Attorney’s Report
Attorney Justin Fredin had nothing
to report at this time.
Executive Session
Nothing at this time.
Alderman Gilmour made a motion and
Alderman Hoppe seconded to Adjourn the
Meeting at 7:14p.m. All yes. Motion passed.
