City Council
November 20, 2007
Mayor Roy
Strong, presiding
The
meeting was called to order at 7:00 p.m. with the pledge to the flag.
The clerk
called the roll finding the following Aldermen physically present: Combes,
Hall, Hermes, Hoppe, Orr, Studer, Mietzner and Gilmour.
Alderman
Orr made a motion and Alderman Mietzner seconded to Open the Public Hearing. All
yes. Motion passed and the hearing was
opened at 7:02 p.m. Wendy Flaherty was
present and noted that the public hearing was not published in the paper and
will publish it. She stated that the
bond should be paid off in December of 2008 and the ordinance for bonds was
passed on the 4th and will get the money on the 14th or
15th. No public comments for
the hearing. Alderman Mietzner made a
motion and Alderman Hoppe seconded to Close
the Public hearing. All yes. Motion passed and the hearing was closed at
7:04 p.m.
Alderman
Orr made a motion and Alderman Combes seconded to Approve the minutes from November 6, 2007 meeting and have them placed
on file. All yes. Motion passed.
Mayor’s Report: Alderman
Combes made a motion and Alderman Orr seconded to proclaim the VFW Poppy Day on may 2, and 3, 2008. All yes. Motion passed. The Mayor
read the Proclamation for the VFW Poppy Day.
Citizen’s Comments: None.
Planning and Zoning Committee: Alderman
Orr made a motion and Alderman Hermes seconded to Approve Ordinance No. 07-11-20-02, an ordinance authorizing the
execution of an Annexation Agreement between the City of Wilmington and CNK,
LLC and Waste Management of Illinois, Inc.
All yes. Mayor - yes. Motion passed. Attorney Jeffrey L. Fisher was present on behalf of Waste
Management and stated he had no comment.
The next
scheduled meeting is Thursday, December 6, 2007 at 7:00 p.m.
Health, Safety, Buildings, Grounds
& Parks Committee: Nothing to report at this time.
Water, Sewer, Streets & Alleys
Committee: Alderman Gilmour questioned if
Administrator Puracchio was in touch with B & T about the sidewalks. Administrator Puracchio stated that B
& T received the bid, the laborers passed an infraction against them and
our Attorney reviewed documents as to what to do. She stated they were cited a lot of money.
Next
scheduled meeting is set for Wednesday, December 12, 2007 at 5:30 p.m.
Police and ESDA Committee: Nothing to
report at this time. Next scheduled
meeting is set for Monday, December 10, 2007 at 5:30 p.m.
Finance/Administration/Land
Acquisition Committee: Alderman Mietzner made a motion and
Alderman Gilmour seconded to approve the
October 2007 payables in the amount of $1,523,432.89 and the October 2007
Collector’s Report in the amount of $246,203.61. All yes. Motion
passed.
Alderman
Mietzner made a motion and Alderman Gilmour seconded to approve Resolution No. 2007-13, Declaring the City’s Official Intent
Regarding RidgeLogistics declaration of official intent not to exceed $101,000,000. All yes. Motion passed. Motion withdrawn by Alderman Mietzner and
Alderman Gilmour.
Alderman
Hermes made a motion and Alderman Gilmour seconded to approve Resolution No. 2007-14, authorizing a feasibility study -
RidgePort Project. All yes. Motion passed.

Ordinance and License Committee: Alderman
Orr made a motion and Alderman Gilmour seconded to approve Ordinance No. 07-11-20-03, an ordinance annexing certain
territory of the corporate limits of the City of Wilmington (CNK, LLC/Waste
Management of Illinois, Inc.) All
yes. Motion passed.
Alderman
Hoppe made a motion and Alderman Orr seconded to approve Ordinance No. 07-11-20-04, an ordinance rezoning certain
property (CNK, LLC/Waste Management of Illinois, Inc.) All yes. Motion passed.
Next scheduled meeting is scheduled for Tuesday,
December 11, 2007 at 6:00 p.m.
Personnel and Collective
Bargaining Committee: Nothing at this time.
City Administrator Report:
Administrator Puracchio announced Pat Nugent will have a Union item to
talk about and needs to have a full discussion at the personnel meeting.
Attorney’s Report: Attorney
Eric Hanson had nothing to report at this time.
Executive Session: Nothing at
this time.
The Mayor
announced to everyone to have a Happy Thanksgiving and that the VFW will be
having a free dinner and Kuzma Care has passed out food to the needy, over 300
people.
Alderman
Hermes made a motion and Alderman Hall seconded to Adjourn the Meeting at 7:20 p.m.
