DISCUSSION:           Minutes

 

ACTION:                   Alderman Orr made a motion, seconded by Alderman Hall, to accept the minutes as written and have them placed on file.  All yes.  Motion passed.         

 

                                   

DISCUSSION:           Building Inspection Fees and Building Fee Ordinance Adjustments

 

ACTION:                   The following are suggested changes to our ordinances:

                                    1.  ACC Building codes need to be included in the ordinances.

                                    2.  157.03 Fees – In order to make the Building Dept. self sustaining, Orr would           like to implement a dollar amount per square footage for new construction         permits fees in lieu of 1% of cost of construction.  This would be the charge for the building permit plus inspection fees.   Building Inspector Friddle agrees with the approach.   This formula would also work with repairs,   but possibly at a lower rate per square inch.     

                                                Orr indicated categories should include “New Construction”, Commercial,         Industrial or Residential and “Alterations and Repairs” Commercial,       Industrial or Residential.

                                    3.  Orr also suggested a structured permit fee table similar to Frankfort.  

 

 

 

 

 

 

 

 

 

 

 

 

 

DISCUSSION            Route 66 Zoning  

 

ACTION                     Rod Tonelli has not gotten back to Puracchio on designing a special zoning code for the historic area and Route 66 Area. 

                                    The committee discussed concerns about parked cars on lawns being sold and the cars not belonging to the property owners.   

 

 

 

DISCUSSTION         Responsible Bidding Ordinance

 

ACTION                     Studer explained the major difference between the Prevailing Wage Act (All applicable wages will be paid) and the Responsible Bidders Ordinance (you will participate in a training program sanctioned by the USDOL.  Also, by adopting the Responsible Bidding Ordinance, Contractors are required to provide certified payroll weekly, bi-weekly, which ever you chose.  Studer suggested a line be included in the bid package indicating contractors need to abide by the Prevailing Wage Act with a copy of the “Rates for Work Done” as well as the “Responsible Bidding Ordinance”.  Committee will review the Bidders Ordinance for the next committee meeting.
