Alderman Gilmour made a motion and Alderman Brown seconded to Approve the minutes as presented and have them placed on file. All yes. Motion passed.
DISCUSSION: Accessory Buildings
ACTION: The Committee reviewed the suggested changes by the Planning and Zoning Commission.
Planning and Zoning wanted to delete points 1 and 2 from the D)4 attached or detached garage. Committee decided to keep both points. They felt they do have a right to determine size of a garage and the light switch is part of the federal code. The Committee did agree to add storage buildings to Attached or Detached garage in description. In D)5 A & B the Committee struck Buildings out of the language and changed to storage sheds. In Exceptions: added -1 storage building was changed to storage sheds. In C)A “Morton or FBi” was struck and changed to “beam and pole” structure is allowed. The Committee also added section D) under Exceptions to read “for land, buildings and structures No Pole Buildings
within two blocks of the Downtown District: Kankakee River Drive to Daniels Street, Water Street to Main Street, and Mill Street to Kahler Road. These buildings shall be constructed to conform to the distinct architectural structures in area. This shall include using brick, stone, or similar materials.
ACTION: The Planning and Zoning Commission suggested breaking down the Description of Duplex, Multi-Family, Town Home or Apartments into Two and One Bedrooms. Leave #1 description for two bedrooms but change second floor measurement to 1,800 square feet. Then change Number 2 One bedroom the same description but with 1,000 square foot of finished area, and 1,650 square feet for second floor, strike Duplex and add Condo. Also add Exception-for land, buildings and structures annexed before January 1, 2005.
DISCUSSION: Monotony
ACTION: The Planning and Zoning
Committee asked that under Monotony A) delete single family homes and add
attached and detached family homes. Added more options to choices: Vinyl (not
contractor grade), aluminum or wood siding versus brick or stone. 6. Roof treatment – hip or gable. Changed to
read: annexed before January 1, 2005.
(2) 2002 National Electric Code
1. Conduit with metal boxes to be installed for residential and commercial construction. Greenfield with metal boxes allowed for remodeling only where no open walls.
Exception: Fire‑resistance‑rated wall assemblies. Electrical installations shall be installed in conduit and metal type boxes.
Change to just Commercial Buildings. A triple basin separator is required for a garage.
ACTION: Gary Tate brought up some changes he would like to see. The Committee stated they would review for the next meeting.
DISCUSSION: Impact Fees
ACTION: On Section 52.21 Connection Fees-Anything lots platted past January 1, 1999. School impact fees are subject to developer’s agreement.
ACTION: Alderman Gilmour provided the Committee with a copy of Glenwood’s ordinance on sales of homes and upgrading property. The Committee will review for next meeting’s discussion.
