Brown seconded to open discussions at 5:35 pm.

Alderman Gilmour made a motion and Alderman Brown seconded to Approve the minutes of the October 12, 2004 meeting as presented and have them placed on file. All yes. Motion passed.
DISCUSSION: Real Estate Transfer Tax
ACTION: The Committee reviewed the Ordinance from Glenwood (see attached). Some members questioned whether the City had to have home rule to establish this. Gary Tate will contact the attorney to see if the City could do this. The City is looking for a mechanism to enforce exterior maintenance.
ACTION: Alderman Strong stated the reason the Planning and Zoning Commission
suggested the change in the size of the garage was due to the fact that some
lots could not sustain a garage. He stated that if you ask for a garage and it
makes the lot unbuildable opening the City up to legal action. The change has
been made to the Ordinance and the attorney is reviewing. The Public Hearing for these ordinances will
take place at the Planning and Zoning meeting on December 2.
ACTION: Gary Tate brought up some changes he would like to see. The Committee stated they would review for the next meeting.
