DISCUSSION:           Minutes

 

ACTION:                   Alderman Orr called the Meeting to Order at 6:00 p.m.

 

                                    Alderman Hoppe made a motion and Alderman Strong seconded to approve the minutes as written and have them placed on file. All yes. Motion passed.

 

DISCUSSION:           Building Code Ordinances

 

ACTION:                   Smith noticed some typos and conflicts.  BOCA Code needs to be changed to IBC throughout section. Orr asked if the City stated current code if that would be sufficient instead of changing it every year or so.  Smith suggested doing a peer review before the current code gets adjusted and the Committee agreed.

 

                                    Section 157.01A is missing 2006 ICC Building Code Commercial

 

                                    Section 157.01 D1a, the Committee discussed using metal conduit Orr thought it would be acceptable to use a UL approved product.

 

                                    Section 157.01 E1a-b and 153.03 is conflicting does the city want a licensed plumber or can a homeowner do it.  The committee stated that a homeowner can do it as long as they live there.  Strong stated there is mandate saying the length of time that the homeowner has to live there. Section 157.01 will remain licensed plumber.

 

                                    Section 157.01 H1a, would like to add a ladder to emergency exits on 2 story structures and all bedrooms in the basement must have an emergency exit

 

                                    Section 157.01 H1e-f-g, delete.

                                   

                                    Section 157.01 H1h, Change to reflect Concrete must be a minimum of 20 instead of 16 inches and 10 instead of 8 inches deep. Delete rest of paragraph from See separate diagram to end.

 

                                    Section 157.01H1i-j-k-l, Delete.

 

                                    Section 157.01H1m, Delete sentence stating See separate diagram and detail provided and delete page 420 (diagram)

 

                                    Section 157.01H1 o-p Delete

 

                                    Section 157.01H1 q2 a-b-c, Delete

 

                                    Section 157.03 B – For a permit for construction, repair, or alteration of a (ADD Residential) building or structure, the fee shall be at the rate of (ADD $25 per $3,000 – DELETE $6 per $1,000.)

 

                                    Section 157.03 B1 – Delete and then state there will be a $50 administration fee

                                    per permit

 

Section 157.03  D – Delete

 

                                    Section 157.03 E – Change BOCA to ICC

 

                                    Smith also suggested the following:

City staff and committee need to discuss developing a method of estimated costs for construction.

He would like to develop a 3 page price schedule so when builders/homeowners want to take out a permit they have all the costs available to them.

For new construction, builder must have a site plan and spot survey. Committee agreed to Smith’s suggestions.

 

DISCUSSION:           Fire Department Reviews of Construction Ordinance

 

ACTION:                   The Committee was asked to review this ordinance and had concerns over the fire department’s fees.

 

DISCUSSION:           Activities within City Boundaries

 

ACTION:                   McIntyre will look up what other communities are doing as far as having a shooting range in their communities and see what the parameters of the 150 Operator’s request entails.

 

DISCUSSION:           Miscellaneous

 

ACTION:                   Street Light Outages – Committee stated that in the past the Police Department reported lights that were out.  Committee will request that this past practice be resumed.

                                    No Turn on Red at Kahler &RT102 – McIntyre stated that he has written to IDOT.

                                    Cargo Container – McIntyre distributed a draft of the county cargo ordinance for committee review.

ACTION:                   Alderman Orr made a motion and Alderman Mietzner seconded to adjourn the meeting at 7:35 p.m. All yes.  Motion passed.
