ACTION: Alderman Orr made a motion and Alderman Hoppe seconded to open the meeting at 6:32 p.m. All yes. Motion passed.
Alderman Hoppe made a motion and Alderman Mietzner seconded to approve the minutes as presented and have them placed on file. All yes. Motion passed.
DISCUSSION: Subdivision Ordinances
ACTION: McIntyre, Tate and City Attorney Justin Fredin met on the subdivision ordinances. Fredin stated he should have them done this week, McIntyre will follow through.
Mietzner asked about dumpsters at new construction sites. After much discussion the Committee agreed that Tate will inform builders/residents that a container will have to be provided for construction waste.
Other issues of garbage i.e. sofas, chairs, etc will be addressed through the litter ordinance and Tate will cite offenders.
DISCUSSION: Park
District Ordinance
ACTION: Orr stated that he believed the ordinance was ready for Council review.
Alderman Mietzner made a motion and Alderman Strong seconded to recommend the Park District Ordinance go before the City Council for first reading on February 21. All yes. Motion passed.
Impact fees were also discussed. Puracchio provided a fee list of what area communities are charging. Orr asked that McIntyre provide the Committee with the Illinois Park Survey. Right now the Committee would like to have $500 for single family and $350 for duplexes.
DISCUSSION: No
Smoking in Public Areas
ACTION: A letter was received from Bernie Meyer requesting that the City adopt a smoke free environment. The Committee stated that they will wait to see what the Governor is proposing to do.
DISCUSSION: Plumbing
Inspector Payment
ACTION: The ordinance in question was not available. Staff will research tomorrow and notify the Committee.
DISCUSSION: Business
Registrations
ACTION: The current language in the ordinance needs to be corrected. Staff has also asked to review the signature policy.
The Committee clarified that new businesses have to have their registration formed signed by the clerk and Mayor and/or/Zoning Officer. The renewing businesses only needs clerk’s signature.
The Committee also agreed to simplify 123.03 so every time staff/committee wanted to change something it would not have to be a change to ordinance.

Hoppe made a motion and Alderman Strong seconded to Recommend the Amendment to go before the City Council for first reading
on February 21 of the following: Registration Application 123.03 A) Registration applications shall
be made to the city in writing on the form provided for that purpose. Each application shall contain (add) the
