ACTION: Alderman Orr called the Meeting to Order at 6:10 p.m.
Alderman Orr made a motion and Alderman Mietzner seconded to approve the minutes as written and have them placed on file. All yes. Motion passed.
DISCUSSION: Fire Department Reviews of
Construction Ordinance
ACTION: The Committee asked Zlomie to explain what would be covered in his inspection price of 2.6 cents per square foot. Zlomie stated the he would inspect or have Keslin engineering inspect the fire systems depending on job. Orr asked if the Fire District would negotiate the cost and he stated no, that he was trying to generate revenue for the district. Orr also said the language in Section Two was misleading due to the wording of “individual” – it is then perceived to be a home and asked that the District clarify the language. Puracchio stated that city staff has an issue with the cost since the city requires 3 cents per square foot which includes; plumbing, electrical and general and all the fire department inspects is the fire system. The 3 cents goes directly into the fund to pay for the inspector’s salary while the fire department’s is in addition to Zlomie’s salary. Orr stated that inspection fees are negotiated in the annexation agreements and would the city have the authority to negotiate/waive this cost seeing that it will be a city ordinance? Zlomie did not know and will check with their attorney as will the city. Orr asked that this go to Council since it will be in the first reading phase. Orr also stated that it might be a better idea to get an impact fee put in place. Zlomie stated that it would cost money to have a study done.
Alderman Orr made a motion and
Alderman Mietzner seconded to submit the fire district inspection fee
ordinance for first reading at the next Council meeting. All
yes. Motion passed.
A discussion was also held asking if the lock box ordinance was
passed. Puracchio will review and if
not it will be place before the next Council meeting.
DISCUSSION: Building Code Ordinances
ACTION: Puracchio submitted the procedures for buildings in disrepair that she, Friddle and Attorney Hames developed.
The committee reviewed the changes to the buildings codes in the format that Orr requested. See attached. Section 157.01 D1a- code states plastic can’t be placed in walls. Section 157.01 H1A will be unchanged so remove from discussion.
Alderman Orr made a motion and Alderman Mietzner seconded to submit
the amended ordinance regarding building code 157 for first reading at the next
Council meeting. All yes. Motion
passed.
DISCUSSION: Budget
ACTION: Friddle
stated that he will be leaving at the end of his contract in August. He feels
that additional staff should be added.

ACTION: Alderman Mietzner made a motion and Alderman Orr seconded to adjourn the meeting at 7:26 p.m. All yes. Motion passed.
