ACTION: Alderman Orr opened the meeting at 6:03 p.m.
Alderman Mietzner made a motion and Alderman Strong seconded to approve the minutes as presented and have them placed on file. All yes. Motion passed.
DISCUSSION: Park Hours Ordinance
ACTION: Orr
explained that after conversations with the Police Department the City had to create
an ordinance stating park hours so the department could enforce after hours
violations. Friddle stated that he has made an arrangement with the Police
Department to lock up the skate park at night and park personnel will open up
in the morning. Lighting at the
pavilion at Children’s Memorial Park was discussed. Hill stated that the
voltage was too low to run anything of significance. Orr will look at it after
Catfish Days and asked Friddle to remind him.
DISCUSSION: Land/Cash Ordinance
ACTION: The School District hired a consultant to reassess the property value. Batis & Associates stated that the land cash value is now assessed at $105,000. The Park District submitted their land/cash impact figures based off of the study.
The
Committee discussed the process of collecting the land/cash fees from home
builders to the park district. Park
officials agreed to collect the fees directly.
Puracchio will supply park officials with a sample letter that the
District gives to homeowners verifying their payment to the park district.
Alderman
Orr made a motion and Alderman Hoppe seconded to submit the amended
land/cash ordinance for full Council approval and waive the first and second
reading. All yes. Motion passed.
DISCUSSION: Fireworks Ordinance
ACTION: The attorney has submitted the fireworks ordinance for Committee review. Orr asked to clarify sales in grocery stores. Ordinance requests that a $500 permit fee be paid for the sale of fireworks. At this time the City will not charge a fee for pyrotechnic display permits. Friddle stated that he will have the company that provides fireworks for the July 4th celebration fill out the permit
Alderman
Mietzner made a motion and Alderman Hoppe seconded to submit the fireworks
ordinance for full Council approval and waive the first and second reading. All yes. Motion passed.
DISCUSSION: Burning Ordinance
ACTION: The attorney has submitted the burning ordinance for Committee review. Orr stated the Police Department needs to be aggressive in its enforcement. Orr requested a copy of the ordinance be given to the Fire Chief.
Alderman Strong made a motion and Alderman
Hoppe seconded to submit the burning ordinance for full Council approval. All
yes. Motion passed.
DISCUSSION: Building
Code Changes
ACTION: Tate presented some information on inspection fees and assessory buildings. The Committee asked Tate to present the changes in ordinance form for review at the next Committee meeting. Tate suggested that the Committee approve inspection fees to reflect 3 cents per square foot to cover building, electrical and plumbing.
Alderman Orr
made a motion and Alderman Hoppe seconded to submit the Building Code
Inspection Fees to reflect a 3 cent per square foot inspection fee for 2006
inspections for full Council approval. All yes. Motion passed.
Orr
noted that the City has been in negotiations with an industrial firm and fees
have already been quoted and will be honored.
DISCUSSION: Planning
& Zoning Commission Ordinance
ACTION: After a discussion at the past Council meeting the Mayor asked the Committee to review the boundaries of which a member needs to be in to serve on the Commission.
Alderman Mietzner made a motion and Alderman Orr seconded to strike “reside not more than one and a half miles beyond the corporate limits and not included within any other municipality” under Section 151.03 Members and terms of office. All yes. Motion passed.
Alderman Orr requested this get to the Aldermen in ordinance form for review before the next Council meeting. He would like to do a first reading at the June 20 Council meeting, waive the second reading and approve at the July 5 Council meeting in case any one had any issues with the changes.
DISCUSSION: Traffic
Control Devises Ordinance
ACTION: Several signs have been requested. Stop Signs on Kirsten & Kerry St, a handicapped child sign on the 400 block of East Laurel, weight limits of 10 ton on County Road, 216th Street, Stevens Lane, limited parking on Jackson and Kankakee, no parking on Water Street and Jackson at the intersection.
The Committee discussed placing limited parking at Jackson by Booth Central similar to the signs at High/Middle School. Orr requested that all curbed intersections in the downtown area be painted red for no parking. This will probably have to be addressed in a separate ordinance. Orr stated to bring the ordinance before Council for first reading, with the two above issues to be researched further.
Alderman Orr
made a motion and Alderman Mietzner seconded to submit the Traffic Control
Devises amended ordinance for full Council approval. All yes. Motion passed.
DISCUSSION: Water/Sewer
Capacity Ordinance
ACTION: Water & Sewer Superintendent Jeffries and Puracchio reviewed existing ordinance due to new industry showing an interest in the City. Jeffries submitted the attached formulas for approval and requested that these be implemented immediately.
Alderman
Strong made a motion and Alderman Mietzner seconded to submit the water/sewer
capacity amended ordinance for full Council approval and waive first and second
reading. All yes. Motion passed.
DISCUSSION: Miscellaneous
ACTION: Weeds – Hoppe asked how the process works when there are overgrown weeds and grass. Tate will give landowner a notice to cut within a certain time period or City will cut and bill landowner.
Trailer – Orr asked that staff check out
trailer on Kankakee River Drive by Elwood Street. Has it been sold? The owner has been told that he could not
rent/sell trailer. Alderman Orr also added that he will be calling a Buildings
and Grounds meeting to discuss timeframes for closing the trailer park on the
South Island.
Façade Ordinance – McIntyre stated the
attorney made minor changes to the ordinance.
Orr stated the Council will review and then hold off approval until the
first Council meeting in July.
