DISCUSSION:           Minutes

 

ACTION:                   Alderman Orr made a motion and Alderman Hoppe seconded to open the meeting at 6:03 p.m. All yes. Motion passed.

 

                                    Alderman Hoppe made a motion and Alderman Strong seconded to approve the minutes as presented and have them placed on file. All yes.  Motion passed.

 

DISCUSSION:           Beer Garden

 

ACTION:                   This involved two aspects: Catfish Days and permanent beer gardens.  The Mayor is requesting that operators of permanent beer gardens pay a yearly fee of $100 if they do not offer entertainment and $200 if they do.  Orr would like a definition of a permanent beer garden.  Orr will meet with the Mayor after the conclusion of Catfish Days to discuss this.

 

                                    Stevens was requesting a review of Catfish Days policies on beer gardens.  Orr stated that no one should be paying since these ordinances were formulated when Catfish Days was a two week event. The Catfish Days ordinances will have to be reviewed.

 

                                    Orr asked McIntyre to research other municipalities on beer garden regulations.

 

DISCUSSION:           Planning & Zoning Commission Ordinance

 

ACTION:                   The question exists as to the Chairman.  As it stands the ordinance reads 8 members which does not include the Chairman.  The Chairman should be listed under appointments.  The Committee also addressed the striking of the following statement: The mayor of the city may serve as a member of the planning and zoning commission.  The committee also discussed adding that the Commission should vote for a vice chair in case of chair absences.

 

                                    Orr asked McIntyre to research this.

 

 

 

DISCUSSION:           Building Codes

 

ACTION:                   Tate distributed an ordinance on increasing residential inspection fees and updating building code language.

 

                                    Alderman Hoppe made a motion and Alderman Strong seconded to submit the building code and inspection fees ordinance for first reading at the next Council meeting.  All yes. Motion passed.

 

                                    The Committee also discussed accessory buildings.  Orr asked that City Planner Tonelli review this and make recommendations to the Planning and Zoning Commission since this would require a public hearing before the Commission.

 

DISCUSSION:           Traffic Control Ordinances

 

ACTION:                   The Committee reviewed the traffic ordinances that will go before the Council for final reading. Orr stated that the downtown no parking areas need to be repainted (red/yellow whatever the code allows) and for the City crew to put a “no parking” stamp in black on the curb to make it clear.  He also asked that the handicapped parking be looked at to make sure that the signage is correct.

 

DISCUSSION:           Storage Container Ordinance          

 

ACTION:                   Mayor Strong has asked the Committee to review information on this so the City can adopt an ordinance as soon as possible.  McIntyre stated that he is on a County committee addressing this issue and they are in the process of developing a best practice booklet and model ordinances.  The County committee should have this completed by September. Committee will review materials.

 

DISCUSSION:           Minimum Age Requirement

 

ACTION:                   The Committee asked McIntyre to develop language that will reflect due to the stressful situations that exist in the police dispatch department applicants must be a minimum of 21 years old.  Also seasonal public works employees that work on certain equipment must be at least 18 years of age.

 

DISCUSSION:           Garbage Rate Increase

 

ACTION:                   Puracchio just wanted to inform the Committee that according to the garbage ordinance the Council has to pass a resolution and this will be on the Council agenda next Tuesday.

 

DISCUSSION:           Miscellaneous Items

 

ACTION:                   Prevailing Wage Ordinance

                                    The Committee will review this ordinance.  The Committee wants to strike the section on must be part of an apprentice/training program.  The Committee will discuss at the next Committee meeting.

 

                                    Administrative Ordinance

                                    McIntyre submitted a copy of the ordinance he is working on and is presently being discussed at the Planning & Zoning Commission.

 

                                    Planning Project Reports

                                    McIntyre would like to incorporate these reports.  The Committee stated as long as they are not several pages in length then he could test it out.

 

                                    Planning & Zoning Activities

                                    The Committee asked that they would like to receive the minutes from the Planning & Zoning Commission so they can see what discussions are taking place at their level.  Puracchio agreed to send them to the Aldermen.

 

                                    IDOT Permit for Downtown Lighting Project

                                    Orr asked McIntyre to pursue this.
