DISCUSSION:           Minutes

 

ACTION:                   Alderman Hermes made a motion and Alderman Gilmour seconded to open discussions at 5:32 p.m. All yes. Motion passed.

 

                                    Alderman Hoppe made a motion and Alderman Gilmour seconded to Approve the Minutes as written and have them placed on file.  All yes.  Motion passed.

                                   

DISCUSSION:           Radio Tower Update

 

ACTION:                   The Chief was working on obtaining bids.  Elwood has already deposited with the City $40,000 for the tower. Signed intergovernmental agreement is on record with the City.

 

DISCUSSION:           Water Tower Update

 

ACTION:                   The Committee asked if the bid that was received on October 2004 for $25,500 was still a viable bid. Puracchio will check with Ken Jeffries. The removal of the tower is included in the budget. The Committee would like a report at the December meeting.

                                   

DISCUSSION:           Pump House

 

ACTION:                   The Police Department has cleared out this building last year. The demolition costs are not included in the budget.

 

 

 

 

DISCUSSION:           Police Chief Search

 

ACTION:                   Alderman Hermes directed the Committee to look over the Police Qualification sheet (see attached).  He asked to go over and add or delete to the list and the Committee will discuss these at the December Committee meeting.

 

DISCUSSION:           Staffing

 

ACTION:                   Lt. Evans stated that scheduling has to be worked around 64 weeks of vacation, which does not include sick and personal days.  The Force presently has 6 part-time and 11 officers not including him or the Chief. He has to have three officers on each shift to meet minimum staffing requirements. Adjustments are being made in the scheduling to utilize all officers and avoid overtime issues.

 

                                    The lateral hiring procedure was discussed.  Puracchio will report back to the Committee in December on this issue.

 

                                    With all the staffing issues and trying to keep overtime pay down to a minimum the Committee decided to look into hiring another officer.  Because this process takes 6 months and with the Chief leaving this would allow for the budget to absorb this cost.

 

                                    Alderman Gilmour made a motion and Alderman Hermes seconded to Direct Lt. Evans to begin the screening process of the three police officer candidates that are presently on the eligibility list.  All yes. Motion passed.

 

DISCUSSION:           Executive Session

 

ACTION:                   Alderman Gilmour made a motion and Alderman Mietzner seconded to go into Executive Session at 5:59 pm to discuss a specific Personnel Issue.  All yes.  Motion passed.

 

                                    Alderman Hoppe made a motion and Alderman Hermes seconded to come out of Executive Session at 6:47 pm. All yes.  Motion passed.
