DISCUSSION:           MAP Negotiations

 

ACTION:                   Alderman Hermes made a motion and Alderman Gilmour seconded to open the Police & ESDA Committee meeting at 5:31 p.m. All yes. Motion passed.

 

                                    Alderman Hermes made a motion and Alderman Johnston seconded to approve the minutes as written and place on file.  All yes. Motion passed.

 

                                    Alderman Gilmour explained that the MAP Contract is now being reviewed by the City Labor Attorney. After he reviews he will make suggestions and a collective bargaining meeting will be set up.

                                               

DISCUSSION:           Updates on Tower and Scales

                                   

ACTION:                   The City engineer is still working on the tower bid.  The purchase of the scales for $7,049 will be brought to full Council bid at the next Council meeting.

 

DISCUSSION:           Eligibility List

 

ACTION:                   25 candidates attended the physical and written training. 8 passed.

 

DISCUSSION:           Old police car – Chief’s

 

ACTION:                   Acting Chief Evans will address this at the next meeting when he is in attendance.  He would like to donate to ESDA.

 

 

 

DISCUSSION:           Executive Session

 

ACTION:                   Alderman Johnston made a motion and Alderman Mietzner seconded to go into executive session to discuss personnel issues and pending litigation at 5:36 p.m.  All yes.  Motion passed.

 

                                    Alderman Gilmour made a motion and Alderman Mietzner seconded to come out of executive session at 6:00.  All yes. Motion passed.

 

                                    Alderman Johnston made a motion and Alderman Hoppe seconded to recommend to full council that the Deputy Chief’s position receive a $1.00 an hour rate over the highest paid sergeant’s position.  All yes. Motion passed.

 

                                    Alderman Hermes made a motion and Alderman Gilmour seconded to release or hold the following Police Committee executive session minutes: All yes. Motion passed.

Lt. Evans distributed a list of candidates finalized by the Police Commission. The Committee recommended that Lt. Evans begin the testing phase for the top two candidates, Jose Campos and Brandon Ragsdale.

 

The Committee discussed the need for an eventual third officer.  With staffing issues and the expansion of the City the need will be great in the future.

Alderman Gilmour informed the committee of his negotiations with the property owners of 115 Jackson Street. The asking price is $58,000 and they requested that the city pick up title and transfer costs which would bring the price to $60,422.00, roughly $2,000 less than the appraised value.  Alderman Hermes did some research and stated that this is a very fair price.

 

                                    Chief Metta stated he has received an estimated quote from Pat Clark and it would be approximately $9,900 per building to tear down.  Clark is certified for asbestos removal and this is included in the price. A company would have to do an asbestos evaluation and Clark said he knew of someone if the City didn’t have a contact. 

 

                                    Alderman Melhorn would like to see the feasibility study and the City work out a time frame on the completion of the rebuilding of the police station.

                                   

                                    The committee will recommend to the full council the purchasing of the Jackson St. building. Rob will find out the proper procedure on addressing this at the Council meeting.
