DISCUSSION:           Minutes

 

ACTION:                   Alderman Brown made a motion and Alderman Gilmour seconded to open discussions at 5:30 p.m. All yes. Motion passed.

 

                                    Alderman Brown made a motion and Alderman Melhorn seconded to Approve the Minutes from the December 13, 2004 and the January 10, 2005 meetings as written.  All yes.  Motion passed.

                                   

DISCUSSION:           Generator

 

ACTION:                   Chief Metta stated Larry Landon from Advanced Generator mentioned that in order to have the system work a transfer switch was needed and this item was not on the invoice.  The part costs $2,800 but he believes he can get one for $1,600.  Brian from Clennon Electric also relayed to the Chief that he believes he can come under the $5,000 price quote for the job. The generator and rewiring should be done by the first week of March. This was not in the budget and will be coming out of the buildings and grounds fund.

 

                                    Alderman Brown made a motion and Alderman Gilmour seconded to accept the ad on cost for the transfer switch not to exceed $1,600. All yes.  Motion passed.

 

 

DISCUSSION:           Grievance

 

ACTION:                   Step 3 process was done through Rob.  No response was received as yet.

                                   

 

DISCUSSION:           Antenna-Elwood Agreement

 

ACTION:                   Chief explained that this agreement (see attached) only involves fire calls.  Alderman Melhorn questioned the fact of Elwood’s growth and if this would affect the contract costs.  Alderman Gilmour and Chief Metta explained that it would not.

 

                                    Alderman Gilmour made a motion and Alderman Brown seconded to approve the draft intergovernmental agreement and authorize the City Attorney to move forward and contact Elwood’s attorney with the agreement.  All yes.  Motion passed.

 

DISCUSSION:           Building Purchase Status

 

ACTION:                   The City Attorney notified the City that the closing date is set for February 22, 2005.  Rob stated that the finance department is ready for the closing.

 

DISCUSSION:           Record Transfer

 

ACTION:                   95% of the police records have been transferred to Claire’s Corner building.  Rich’s Lock and Key and the City Crew have secured the building.  The Chief stated that there was a pipe break in the old building that caused 5% of the records to be destroyed. These documents were over 7 years old and he is trying to recreate some of them off of computer data.

 

DISCUSSION:           New Officer Brandon Ragsdale’s Graduation

 

ACTION:                   Lt Evans and the Chief attended the graduation of the 77 candidates.  Ragsdale is now on shift with Officer Juster.  Ragsdale graduated in the top 10% of his class.

 

DISCUSSION:           Executive Session

 

ACTION:                   Alderman Hermes made a motion and Alderman Gilmour seconded to go into Executive Session at 5:58 pm to discuss Police Grievance Issue.  All yes.  Motion passed.

 

                                    Alderman Gilmour made a motion and Alderman Brown seconded to come out of Executive Session at 6:06 pm. All yes.  Motion passed. No action was taken.

 

DISCUSSION:           Elderly Care Program

 

ACTION:                   Chief Metta stated that he would still like to see an elderly safety seminar held in Wilmington.  Possible sites would be the Stough Group, Library, and Methodist Church where the seniors meet.  He will look into this.
