CITY OF WILMINGTON
POLICE & ESDA COMMITTEE MEETING
MONDAY, MARCH 12, 2007

City Council Member Joe Hermes called the meeting to order at 5:30 p.m. Present were City Council Members Hermes, Russ Gilmour, Helen Hoppe, Floyd Comes and Jonathan Mietzner. Police Chief Wally Evans was also present, as was City Administrator McIntyre; Administrator McIntyre also served as Recording Secretary.
PART-TIME OFFICER: Chief Evans recommended hiring Robert Emmett as a new part-time police officer. The committee agreed to follow Chief Evan's recommendation and will state his recommendation at the next City Council meeting.
COMPLIANCE TICKET UPDATE: Chief Evans reported that 75 citations were written generally for over-length trucks during a three month period in 2006, and the city only yielded $430. However, from December to mid-February 2007, a number of compliance tickets were written for the same offenses and the City has yielded $18,000. $28,400 has been realized by the city overall. A general discussion regarding truck routes in and around Wilmington ensued.
BUDGET: Items for the police department's "wish list" should be made, since the budgeting process is underway. Wally is working with Finance Director Robin Theobald and Administrator McIntyre on the budget. The issues of how squad cars are purchased and additional police officers were discussed.
OTHER PERTINENT ISSUES: Administrator McIntyre explained that the Wilmington Business Anti-Drug Consortium is working hard and wants to take the program city-wide to all Wilmington businesses. This group met recently and Administrator McIntyre and recommended that it become formally affiliated with the city as a working resource subcommittee of the Police and ESDA committee. Mayor Roy Strong agrees and will make this appointment at the next City Council meeting. The Police and ESDA Committee agreed with Administrator McIntyre's recommendation. Chief Evans noted that a logo or a slogan could be created through a contest for high school students.
Council Member Hermes and Administrator McIntyre noted that several people, including the Mayor of Watseka and municipalities surrounding Wilmington have inquired as to why Wilmington is progressing so well. The ESDA generator was then discussed, as was the parking issue as the water tower downtown is taken down.
Chief Evans requested an executive session.
Council Member Hermes made a motion to go into executive session to discuss personnel issues, seconded by Council Member Mietzner. Council Members Hermes, Mietzner, Hoppe, Comes and Gilmour all voted "yea" and the motion was approved 5-0.
The executive session ended at 6:12 p.m. when Council Member Mietzner made a motion to come out of executive session, seconded by Council Member Gilmour. Council Members Hermes, Mietzner, Hoppe, Comes and Gilmour all voted "yea" and the motion was approved 5-0.
No action was taken regarding the executive session.
There being no further business the meeting was adjourned at 6:15 p.m.
