DISCUSSION:           Communications and Tower

 

ACTION:                   Alderman Hermes made a motion and Alderman Brown seconded to open discussions at 5:28 p.m. All yes. Motion passed.

 

Alderman Gilmour made a motion and Alderman Brown seconded to approve the minutes as written and have them placed on file. All yes. Motion passed.

 

Lt. Evans stated that all he has is a quote for $32,472. for the microwave system.  The committee directed Lt. Evans to obtain additional quotes.

 

Lt. Evans, Alderman Gilmour, Chief Metta and the Elwood Fire Chief met to have a discussion on the possibility of entering into an intergovernmental agreement on the purchase of an antenna.  Elwood would contribute $40,000. that would pay for 5 years of radio service from the City.  Both City attorneys’ will be drawing up the documents.

 

Alderman Gilmour made a motion and Alderman Brown seconded to recommend to the City Attorney to begin the process of drawing up an intergovernmental agreement on the purchase of an antenna.  All yes.  Motion passed.


The Committee suggested that the Police Department get bids on the antenna from 175 feet, 190 feet, and 200 feet. The Committee also directed Puracchio to set up a meeting with ComEd, Hy Tech, Cyber Broadcasting, Police, ESDA and Fire Department to go over the logistics of removing the water tower.

 

 

DISCUSSION:           Part-time Police pay – part-time dispatchers

 

ACTION:                   The Committee revisited the discussion on increasing the part-timers pay. Lt. Evans presented comparison pay from area police forces.

 

                                    Alderman Brown made a motion and Alderman Hermes seconded to Recommend to full council a pay increase to $15.00 an hour for Wilmington’s part-time officers.  All yes.  Motion passed.

 

                                    The Chief has hired two temporary part-time dispatchers. He would like to make a recommendation at the 2nd council meeting of November.

 

DISCUSSION:           Executive Session

 

ACTION:                   Alderman Gilmour made a motion and Alderman Brown seconded to go into Executive Session to discuss personnel at 5:52 pm. All yes. Motion passed.

 

                                    Alderman Gilmour made a motion and Alderman Brown seconded to return to the regular meeting at 6:07 pm.  All yes.  Motion passed.

 

                                    While in Executive Session the Police Committee directed Lt. Evans to go ahead with the testing procedure on the two top officer candidates.
