PRESENT:                 Executive Secretary Puracchio, Alderman Melhorn, Chief Metta, Alderman Brown,  Mayor Tony McGann, Reporter Monson.  Bill Offerman-Elwood Fire Chief. Alderman Plese and Financial Administrator Nick Narducci arrived at 6 p.m.

 

DISCUSSION:            Keltron System

 

ACTION:                   Alderman Kasalko made a motion and Alderman Strong seconded to open discussions at 5:30 p.m. All yes. Motion passed.

 

Bill Offerman discussed the Keltron Wireless System that Elwood would be installing.  The system is radio controlled and costs would drop 60% from their current system.  Elwood will be paying $65,000 to install.  System would be linked to Wilmington’s emergency system.  Bill also stated that other cities charge a $5.00 fee per unit to generate revenue.  Elwood is currently on 12 units. Elwood has experienced problems with their current system and the Wilmington Emergency Crew has had to deal with false alarms, etc.   Elwood is asking for a three-year intergovernmental agreement with Wilmington to install console at Wilmington’s facility.  Elwood’s attorney is currently working on agreement and Bill will try to get it Council before next meeting.

 

 

Alderman Strong made a motion and Alderman Kasalko seconded to recommend Elwood’s proposal to install a wireless network pending completion and approval of the Intergovernmental agreement.  All yes.  Motion passed.


DISCUSSION:        Police Officers          

 

ACTION:                   Chief Metta stated that he has two gentlemen that are currently interested in the Police Officer positions.  They will be going through the preliminary mandatory testing.  One of the Officer’s might be ready by August 1st.

 

DISCUSSION:            Modular Building

 

ACTION:                   The Chief brought in the original architectural plans.  After much discussion the Committee directed the Chief to consult with the architects to receive current pricing if the City proceeded in stages.

 

                                    The water tower and pump house has to come down.  The Chief stated that the last estimate on constructing a new radio tower was $26,000.  He will check to see if these are current prices.

 

DISCUSSION:            Generator

 

ACTION:                   Chief has not received any additional information.  Alderman Plese stated that he thought receiving a generator was in the JADA agreement and he will check on this.

 

DISCUSSION:            Part-Time Dispatcher

 

ACTION:                   The dispatcher is working out great and the Chief will be recommending her permanent hire as soon as her probationary period is up.

 

DISCUSSION:            Dispatcher

 

ACTION:                   Alderman Strong received a call from a resident complaining that a dispatcher lives outside of Wilmington.  He checked into it and she does live in Wilmington.

 

DISCUSSION:            Crime Statistics

 

ACTION:                   Chief Metta received the recent crime statistics and stated that over-all crime is down 55%.
