DISCUSSION:           Elderly Wellness Program

ACTION:                   Alderman Hermes made a motion and Alderman Brown seconded to open discussions at 5:30 p.m. All yes. Motion passed.

Alderman Hermes stated that he was approached by a resident who read an article about Elwood starting an elderly wellness program.  The Committee discussed an educational in-service for seniors.  Rich Quigley from Rich’s Lock and Key offered in the past to give a presentation.  Mayor McGann picked up some information at the Mayor’s conference he attended in June and offered to share that information with the Chief.  Alderman Melhorn believes that Church organizations check on the elderly in their congregation but some could be slipping through the cracks.  The Chief stated that during extreme weather conditions seniors should be checked no longer than three days apart.

The Committee asked Chief Metta to follow through with Elwood to see how they are setting up the program.  The Committee expressed concerns over the liability and time issues.

DISCUSSION:           ESDA Bathrooms

ACTION:                   Alderman Brown stated that the ESDA bathrooms are in disrepair and with the building being a polling place they are not ADA compliant. ESDA personnel will do the labor pro bono but need money for the materials, i.e. stools, sinks, bars, etc.  The Committee asked if they could receive an estimate on material costs.  This is not a budgeted item and may have to wait.

DISCUSSION:           Miscellaneous Items of Discussion

ACTION:                   Alderman Cox had stated at the last Council meeting that a resident had asked him to find out about a towing issue. Apparently 4 wheel drive vehicles were being improperly towed which causes a transmission problem.  The Chief was checking into this.  He stated that he never heard of any complaints and that he was under the impression that all the towing companies have a flat bed truck.  If there was an issue the towing company would be liable.

Alderman Hermes asked about the status on the COPS Grant.  The Chief said that the 2005 funding will be due out in April.  Lt. Evans is working on a grant for bullet-proof vests.  The City has received this grant for the last five years. The Department should hear sometime in July if the City has received it.  He is also working on a grant for an all-terrain vehicle that would pay 100% of the costs. The Committee agreed it would be useful as well as something that could be used by ESDA and the Fire Department. Lt. Evans is working on a grant to supply three computers for the police vehicles.  The grant is for $17,500 and the department should hear if they received it in May.

The Chief stated that the transfer of paperwork to “Claire’s Corner” building should take place at the end of the month as soon as the locks are in place.

The Committee asked on the status of the generator.  The Chief said that Clennon needs to wire the building first and then the generator could be put in place.  They are waiting to hear back from Clennon on what the time frame will be.

Chief said the new officers are doing well.  Officer Campos will be ready to be on his own soon.  He is now working the afternoon shift so he can get familiar with the residents and the paperwork.  Officer Ragsdale will be graduating on February 4.  The Committee stated they would like to see a full-time school liaison officer in the very near future.

DISCUSSION:           Adjournment
