City Council

February 21, 2006

 

Mayor Roy Strong, presiding.

 

The meeting was called to order with the pledge to the flag.

 

The clerk called the roll finding the following Aldermen present: Gilmour, Mietzner, Hermes, Strong, Johnston, Orr and Hoppe.

 

Absent: Plese

 

Alderman Mietzner made a motion and Alderman Orr seconded to Approve the Minutes of the February 7, 2006 meeting as presented and have them placed on file. All yes. Motion passed.

 

Mayor’s Report:

 

Mayor Strong announced there will be a Storm Spotters Class held at Coal City Middle School on March 6 at 7pm.  Severe Weather Preparedness Week, March 5 through March 11th.  There will be a statewide tornado drill on March 7 at 10 a.m. immediately following the regular siren testing.

 

The Mayor said the police department’s siren went off for the second time in two weeks.  The siren has now been disabled for a systems check.  City, Police, ESDA, school staff had recently met to go over false alarm procedures.  After last week’s malfunction the process for notification worked out well.

 

At the March 7th meeting the City will be hearing the annexation agreements for Prairie Farms and Oakwest.

 

Citizen’s Comments:  There were none.

 

Planning and Zoning Committee:

 

Next scheduled meeting will be March 2, 2006 at 7 pm.

 

Health/Safety/Building/Grounds Committee: Nothing to report at this time.

 

Water/Sewer/Streets/Alleys Committee:  There will be a Public Hearing on March 7 for the Facility Plan and Environmental Impact on the new Sewer Plant.   

 

Next scheduled meeting is Wednesday, March 8 at 5:30 pm

 

Police and ESDA Committee: The next meeting will be Monday, March 13 at 5:30 p.m.

 

Finance/Administration/Land Acquisition Committee: Alderman Hermes made a motion and Alderman Orr seconded to Approve the January’s Collector’s Report in the amount of $188,659.15 and the January Payables in the amount of $164,136.53.  All yes. Motion passed.

 

Alderman Hermes made a motion and Alderman Hoppe seconded to Approve Resolution No. 2006-03 Applying to NIPC for a 2006 Facilities Planning Area Amendment.  All yes. Motion passed.

 

The next meeting will be Tuesday, March 21, at 6:30 p.m.

 

Ordinance and License Committee:  Alderman Orr had the first reading for the Business Registration and the Park District Ordinances.

 

Alderman Orr made a motion and Alderman Gilmour seconded to Approve Resolution No. 2006-2 Recognizing the Heritage Corridor Convention & Visitors Bureau as the Agency to Promote Convention & Tourism Business in the City of Wilmington.  All yes. Motion passed.

 

The next meeting will be Tuesday, March 14, at 6:30 p.m.

 

Personnel and Insurance Committee: Executive Session minutes will be reviewed at the March 7 Council Meeting. Alderman Mietzner requested that the minutes be reviewed at 6 p.m.

 

JADA:  Nothing to report at this time.

 

City Administrator Report:  Nothing to report at this time.

 

Attorney’s Report: Attorney Fredin stated he was working on the subdivision ordinance and just had a few more things to work out with the City Administrator and Gary Tate. 

 

Fredin clarified the Park District Ordinance and asked the Council for their opinion on the park receiving two letters of credit, one of the letters would pertain strictly to the park.  The Council stated they felt that one letter of credit would be sufficient.

 

Alderman Orr made a motion and Alderman Johnston seconded to Adjourn the Meeting at 7:24 p.m. All yes. Motion passed.
