February 7, 2006
Mayor Roy Strong, presiding.
The meeting was called to order with the pledge to the flag.
The clerk called the roll finding the following Aldermen present: Gilmour, Mietzner, Hermes, Strong, Johnston, Plese, Orr and Hoppe.
Absent:
Alderman Hoppe made a motion and Alderman Johnston seconded to Approve the Minutes of the January 17, 2006 meeting as presented and have them placed on file. Orr passed. All others yes. Motion passed.
Mayor’s Report:
Alderman Strong made a motion and Alderman Gilmour seconded to Approve the Request for a Wilmington Bob Cats Tag Day on Saturday, April 8, 2006, from 8 a.m. until noon. All yes. Motion passed.
Alderman Johnston made a motion and Alderman Orr seconded to Approve the Request for a Wilmington Soccer Club Tag Day on Saturday, May 13, 2006, from 8 a.m. until noon. All yes. Motion passed.
Alderman Hoppe made a motion and Alderman Orr seconded to Approve the Request of Salvation Army Donut Days on Friday and Saturday, June 2 & 3, 2006 and Christmas Kettle Days from November 17 through December 24, 2006. All yes. Motion passed.
Citizen’s Comments: There were none.
Planning and Zoning Committee:
Alderman Mietzner made a
motion and Alderman Gilmour seconded to Recommend Brian Van Duyne’s Site
Plan Approval (503 N. Main Street Pin # 17-25-329-005-000) Based on City
Engineer, Planner, and Planning and Zoning Commission Approval. All yes.
Motion passed.
Next scheduled meeting will be March 2, 2006 at 7 pm.
Health/Safety/Building/Grounds
Committee: Nothing to report at
this time.
Water/Sewer/Streets/Alleys Committee: Back Hoe Bids have gone out and will be opened on February 15.
There will be a Public Hearing on March 7 for the Facility
Plan and Environmental Impact on the new Sewer Plant.
Next scheduled meeting is Wednesday, February 15 at 5:30 pm
Police and ESDA Committee: Alderman Hermes made a motion and Alderman Gilmour seconded to Hire David Soucie for the Wilmington Police Officer position at a rate of $17.09 per hour. All yes. Motion passed.
City Clerk Jim Johnston swore in David Paul Soucie as a Wilmington police officer.
Alderman Gilmour made a motion and Alderman Hoppe seconded to Approve the Annual Chief Shabbona Firefighter’s Association Mutual Aid Agreement. All yes. Motion passed.
The next meeting will be Monday, February 13
at 5:30 p.m.
Finance/Administration/Land Acquisition Committee: Alderman Plese made a motion and Alderman Hermes
seconded to Approve Resolution No. 2006-1 Ascertaining & Adopting
Prevailing Wages. All yes. Motion
passed.
The next meeting will be Tuesday, February 21, at 6:30 p.m.
Ordinance and License Committee: The next meeting will be Tuesday, February 14, at 6:30 p.m.
Personnel and Insurance Committee: Executive Session minutes will be reviewed at the March 7 Council Meeting.
JADA: Nothing to report at this time.
City Administrator Report: City
Administrator McIntyre reported on the Heritage Corridor Convention &
Visitors Bureau. He also attended the
downtown development discussion that was held last night. The attendance was good and the group will
meet again in two weeks.
McIntyre also is working on the City’s Economic Development Plan, the Employee Handbook and annexation agreements.
Attorney’s Report: Attorney Hanson stated he had nothing to report at this time.
