City Council

April 18, 2006

 

Mayor Roy Strong, presiding.

 

The meeting was called to order with the pledge to the flag.

 

The clerk called the roll finding the following Aldermen present: Gilmour, Mietzner, Hermes, Strong, Johnston, Orr, Plese, and Hoppe.

 

Absent:

 

Alderman Orr made a motion and Alderman Mietzner seconded to Approve the Minutes of the April 4, 2006 meeting as presented and have them placed on file. All yes. Motion passed.

 

Mayor’s Report: The Mayor welcomed Tim Quigley. Quigley stated he was attending the meeting for Current Events high school class and his attendance will also go towards his Eagle Scout badge.

 

The Mayor invited everyone to attend the Riverside Heart Clinic to be held at City Hall on April 29 from 8 am to noon.  Call 935-7531 for an appointment.

 

The Mayor relayed information about the Will County Road Impact Fee proposal.  The Council has several concerns.  The Mayor will be sending the County a letter addressing these concerns: varied fee dependant on area, based off 1990 study and only addressed cars, not trucks, and money will not go towards road repairs. Plese stated to contact County Attorney Frank Burke as well.

 

Public Hearing – CDBG Grant: Alderman Orr made a motion and Alderman Strong seconded to Open the Public Hearing for the Community Development Block Grant at 7:10 p.m.  All yes. Motion passed.

 

The hearing was held to get public input on projects they would like the City to pursue. Tim Quigley stated there were lots of pot holes on North Kankakee Street that are in need of attention. There were no further public comments.

 

Alderman Mietzner made a motion and Alderman Johnston seconded to close the Public Hearing at 7:15 p.m.  All yes. Motion passed.

 

Resolution No. 2006-07

 

Citizen’s Comments:  There were none.

 

Planning and Zoning Committee: Alderman Mietzner made a motion and Alderman Hoppe seconded to Approve the Plat of Easement to Run Utilities for the Joliet Arsenal Development Authority located on South Arsenal Road.  All yes.  Motion passed.

 

Next scheduled meeting will be May 4, 2006 at 7 p.m.

 

Health/Safety/Building/Grounds Committee: Nothing to report at this time.

 

Water/Sewer/Streets/Alleys Committee:  Alderman Strong made a motion and Alderman Gilmour seconded to Approve the Purchase of a Hydro-Stop Machine not to exceed the price of $49,500. All yes. Motion passed.

This project was not put out to bid due to the fact of only one manufacturer of equipment.

 

Next scheduled meeting is Wednesday, May 10 at 5:30 p.m.

 

Police and ESDA Committee: Alderman Hermes made a motion and Alderman Johnston seconded to Approve the Salary for the Deputy Chief of Police at the Rate of $1.00 an hour over the highest paid Sergeant’s Position.  Orr and Hoppe no.  All others yes. Motion passed.

 

Orr stated he was concerned over the fact that this position was not a salaried one. Plese said if this position becomes a permanent one then he also feels it should be salaried.

 

Alderman Gilmour made a motion and Alderman Strong seconded to Approve the Purchase of Weight Scales not to Exceed the Price of $7,049.  All yes. Motion passed.

 

The next meeting will be Monday, May 8 at 5:30 p.m.

 

Finance/Administration/Land Acquisition Committee:  Alderman Plese made a motion and Alderman Hermes seconded to Approve the March’s Collector’s Report in the amount of $192,663.09 and the March Payables in the Amount of $140,703.19.  All yes. Motion passed.

 

The next meeting will be Tuesday, May 16, at 6:30 p.m.

 

Ordinance and License Committee:  Alderman Orr stated that the Committee is working on amending the burn ordinance.

 

The next meeting will be Tuesday, May 9, at 6:00 p.m.

 

Personnel and Insurance Committee: Nothing to report at this time.

 

JADA:  Nothing to report at this time.

 

City Administrator Report:  John McIntyre reported on the Will County Economic Development meetings coming up.  He will keep the City informed of any developments.

 

Attorney’s Report: Attorney Hanson stated he had nothing to report at this time.

 

Alderman Mietzner made a motion and Alderman Hermes seconded to Adjourn the Meeting at 7:40
