City Council
May 3, 2005
The meeting was called to order with a pledge to the flag.
The clerk called the roll finding the following Aldermen present: Brown, Strong, Gilmour, Hermes, Plese, Cox and Melhorn.
Absent: Kasalko
Alderman Brown made a motion and Alderman Plese seconded to Accept the Minutes of the April 19, 2005 meeting as amended by adding Under Finance- Alderman Cox made a motion and have them placed on file. All yes. Motion passed.
Mayor’s Report: Mayor McGann stated that it has been a privilege to serve as Mayor for the past four years, probably the most exciting. He thanked the staff, Council, Commission members and wished the new Mayor well.
Mayor McGann then swore in Wilmington City Clerk James Johnston.
City Clerk Johnston then swore in Roy Strong as Mayor, Marty Orr and Russ Gilmour as 1st Ward Aldermen, Sue Johnston as 2nd Ward Alderman, Jonathan Mietzner as 3rd Ward Alderman and Helen Hoppe as 4th Ward Alderman.
The clerk called the roll finding the following Aldermen present: Orr, Gilmour, Hermes, Plese, Johnston, Mietzner, and Hoppe.
Absent: None
Mayor’s Report: Mayor Strong presented appreciation plaques to outgoing Aldermen Cox, Melhorn, and Brown. He also presented Sue Jeffries with a plaque for her 15 years of service as Treasurer and Mayor McGann for his four year term as Mayor.
Mayor Strong welcomed the newly elected Aldermen and looks forward to working alongside them as well as veteran Aldermen Gilmour, Plese and Hermes. He thanked his wife Lynn and family for their support.
Mayor Strong stated in the coming four years he will be focusing on managed growth, the new sewage treatment plant, capping the landfill and establishing boundary agreements with our neighboring communities.
Alderman Plese made a motion and Alderman Gilmour seconded to Approve Resolution #2005-07, a Resolution Updating the Signature Card for All the City Accounts at Grundy County National Bank and All Accounts in the Illinois Fund. All yes. Motion passed.
Mayor Strong presented a list of Appointments to be voted on at the next Council Meeting.
Alderman Hermes made a motion and Alderman Gilmour seconded to Approve the Following Mayoral Appointments: 1)Mark Cox as a Member of the City of Wilmington Planning and Zoning Commission for a Term of Five Years and as Chair of the Commission from May 3, 2005 to April 30, 2006. 2) Rob Nelis as Certified Operator for the Land Fill for One Year. All yes. Motion passed.
Mayor Strong also asked the Aldermen to look over the Committee list to be approved at the next Council Meeting.
Citizen’s Comments: Angie Reavis addressed the Council. She would like the Council’s support to a City-Wide Clean Up on June 11. They would like to have a dumpster placed on the Island to put trash in. The Council expressed their approval for this project.
Tom Lerner addressed the Council expressing his efforts to have Metra extend train service to Wilmington. He asked that the Mayor and Council show support by encouraging area businesses to display petitions in their businesses. Alderman Mietzner said that he will assist him. Alderman Hoppe asked for a copy to display, Mayor Strong will write a letter in support of the petitions and he can come and pick it up tomorrow.
Outgoing Alderman Mark Cox said thank you to all those that supported him in his ten years of service.
Treasurer’s Report: Nothing to report at this time.
Planning and Zoning Committee: Alderman Gilmour made a motion and Alderman Mietzner seconded to Approve Ordinance #05-05-03-06 – granting a
Variance with regard to Side Yard Set Back Lines at 763 Kerry Lane. All yes.
Motion passed.

City Administrator’s Report: Rob
Nelis reported there is a Joliet Region Chamber Golf Outing scheduled for
Monday August 1, a Luncheon featuring Bruce Weber on Thursday May 19, and a
Newly Elected Officials Workshop sponsored by the Will County Governmental
League on June 4. If anyone wants to
attend these activities please call Sheryl as soon as possible.
There will be a
County highway transportation meeting at Wilmington City Hall from 1-4 on May
10. Everyone is urged to attend.
