City Council
June 20, 2006
Mayor Roy Strong, presiding.
The meeting was called to order with the pledge to the flag.
The clerk called the roll finding the following Aldermen present: Mietzner, Strong, Gilmour, Johnston, Orr, and Hoppe.
Absent: Plese and Hermes
Alderman Gilmour made a motion and Alderman Johnston seconded to Approve the Minutes of the June 6, 2006 meeting as presented and have them placed on file. All yes. Motion passed.
Mayor’s Report: Mayor Strong reported that former Police Chief Frank Lyons had two strokes and is currently at St Joseph’s Hospital. He sends him his best wishes for a quick recovery and invited everyone else to send him a note.
There will be a Mayoral blood drive on July 18 from noon until 6 pm. Wilmington will be competing with surrounding communities to collect the most blood. The Mayor will be giving out a key to the City and Heartland will be giving out a pint of Oberweis ice cream to all donors.
The Mayor asked for a vote on the appointments he announced last week.
Alderman Hoppe made a motion and Alderman Johnston seconded to Approve the Request of Boy Scout Troop 458 Tag Day on August 12. All yes. Motion passed.
Alderman Johnston made a motion and Alderman Gilmour seconded to Accept the Mayor’s Recommended Appointments as Presented. All yes. Motion passed.
The Mayor introduced Ryan Denhem from State Representative’s Careen Gordon’s office. Denhem stated there will be a new homeowner’s seminar on Saturday at the Channahon Field House. He extended an invitation to everyone.
Citizen’s Comments: There were none.
Planning and Zoning Committee: Next scheduled meeting will be July 6, 2006
at 7 p.m.
Health/Safety/Building/Grounds
Committee: Alderman Orr stated
he will be scheduling a meeting in the near future.
Water/Sewer/Streets/Alleys
Committee: Alderman Strong made a motion and Alderman
Orr seconded to Accept the Bid from Insituform Technologies USA, Inc. for
the CDBG Slip Lining Project, not to exceed $146,492. All yes. Motion passed.
Alderman Orr made a motion and Alderman Gilmour seconded to Approve the Purchase of 26 “Holophane” Downtown Decorative Lights not to exceed $26,000 and waive the bidding process due to it being a specialized product. All yes. Motion passed.
Next scheduled meeting is Wednesday, July 12 at 5:30 p.m.
Police and ESDA Committee: ESDA Director Dennis Housman invited the Council to attend ESDA’s Open House on Saturday June 24th from 10 am until 2 pm. He also invited everyone to attend July 13th’s EOC and Emergency Worker Training and the upcoming Braidwood Nuclear Station Drill on August 8th.
The next meeting
will be Monday, July 10 at 5:30 p.m.
Finance/Administration/Land Acquisition Committee: Alderman
Mietzner made a motion and Alderman Hoppe seconded to Approve the May
Collector’s Report in the amount of $140,818.51 and the May Payables in the
Amount of $165,023.35. All yes.
Motion passed.
The next meeting will be Tuesday, July 18, at 6:30 p.m.
Ordinance and License Committee: Alderman Orr held the second reading of the Downtown Façade Ordinance. He stated that the attorney had made some minor corrections so he wanted to hold off the final approval until everyone had time to review it.
Alderman Orr held the first reading of the Burning, Building Inspection Fees, Park Hours and Traffic Control Devises Ordinances. He asked that the aldermen review these.
Alderman Orr made a motion and Alderman Mietzner seconded to Waive the first and second readings and approve Ordinance #06-06-20-01, an Ordinance Regulating and Licensing Pyrotechnic Displays. All yes. Motion passed.
Alderman Orr explained that a new state law was passed mandating municipalities to adopt this ordinance and that was why the first and second readings were waived.
Alderman Orr made a motion and Alderman Strong seconded to Waive the first and second readings and approve Ordinance #06-06-20-02, an Ordinance Amending Land/Cash Value. All yes. Motion passed.
Alderman Orr made a motion and Alderman Mietzner seconded to Waive the first and second readings and approve Ordinance #06-06-20-03, an Ordinance Amending Water/Sewer Industrial/Commercial Capacity Rates. All yes. Motion passed.
The next meeting will be Tuesday, July 11, at 6:00 p.m.
Personnel and Insurance Committee: Alderman Mietzner asked City Administrator McIntyre if he could present a project status list at every Council meeting. McIntyre stated he would.
JADA:
Nothing to report at this time.
City Administrator Report: McIntyre
reported that the Heritage Corridor hired a new director Robert Navarro, and
looks forward to working with him. McIntyre informed the Council that he had
attended training for Location One Information System. The system will contain
information on building site availability.
McIntyre also will be updating the DCEO site with current Wilmington statistics.
Attorney’s Report: Attorney Fredin stated that the City has won its case for the demolition of the house on West River Road.
