City Council

June 6, 2006

 

Mayor Roy Strong, presiding.

 

The meeting was called to order with the pledge to the flag.

 

The clerk called the roll finding the following Aldermen present: Hermes, Mietzner, Strong, Gilmour, Johnston, Orr, and Hoppe.

 

Absent: Plese

 

Alderman Hoppe made a motion and Alderman Orr seconded to Approve the Minutes of the May 16, 2006 meeting as presented and have them placed on file. Mietzner passed. All others yes. Motion passed.

 

Mayor’s Report: Mayor Strong presented his list of appointees.  There will be a vote for approval at the next Council meeting.

 

Mayor Strong stated that the first Council meeting in July lands on the 4th.  Alderman Orr made a motion and Alderman Johnston seconded to hold the first Council meeting in July on Wednesday, July 5.  All yes. Motion passed.

 

Citizen’s Comments:  Bill Davy addressed the Council with his concerns on the road routes in and around Wilmington. He requested the Council to state in writing to the County and State to make South Arsenal Road a truck route instead of Peotone Road.  Bill Davy will attend the next Water/Sewer/Streets/Alleys Meeting to further discuss this matter.

 

Ted Studer addressed the Council concerning the sidewalk contractor.  Studer is in charge of Prevailing Wage Act concerns for the Operators Union.  He believes that the sidewalk contractor is in violation of this act.  City Administrator McIntyre will send B & T Services a certified letter requesting payroll information and Attorney Hanson will also research this issue.

 

Planning and Zoning Committee: Alderman Mietzner made a motion and Alderman Orr seconded to approve Ordinance #06-06-06-01, an Ordinance Amending the City of Wilmington Zoning Ordinance Section 150-51 – E-R Estate Residential District.  All yes. Motion passed.

 

There was a public hearing held at the Planning & Zoning Commission meeting on this amendment.  This was created to address boarding horses on lots that are 5 acres or more.

 

Next scheduled meeting will be July 6, 2006 at 7 p.m.

 

Health/Safety/Building/Grounds Committee: Nothing to report at this time.

 

Water/Sewer/Streets/Alleys Committee:  Nothing to report at this time.

 

Next scheduled meeting is Wednesday, June 14 at 5:30 p.m.

 

 

 

Police and ESDA Committee: Nothing to report at this time.

 

The next meeting will be Monday, June 12 at 5:30 p.m.

 

Finance/Administration/Land Acquisition Committee:  Alderman Hermes made a motion and Alderman Gilmore seconded to approve Resolution No 2006-08 Authorizing the Adoption of the Premium Only Plan.  All yes. Motion passed.

 

Alderman Hermes made a motion and Alderman Gilmore seconded to approve a Tower Lease Agreement between the City of Wilmington and T-Mobile Central LLC.  All yes. Motion passed.

 

Budget Meeting will be on Monday, June 12 at 6 p.m.

 

The next meeting will be Tuesday, June 20, at 6:30 p.m.

 

Ordinance and License Committee:  Alderman Orr held the second reading of the Downtown Façade Ordinance.  The attorney is reviewing this ordinance and will have corrections to the Ordinance & License Committee next week.

 

The next meeting will be Tuesday, June 13, at 6:00 p.m.

 

Personnel and Insurance Committee: Nothing to report at this time.

 

JADA:  Nothing to report at this time.

 

City Administrator Report:  John McIntyre reported that he will be updating the Economic Development section on the website.  He also relayed that the Heritage Corridor is looking for a new director and presented a list of 9 downtown district signs and suggested that the city pay for them through the economic development fund.

 

Attorney’s Report: Attorney Hanson introduced former Alderman Ragan Freitag. She has completed her first year of law school and is clerking for the firm. 

 

Alderman Mietzner made a motion and Alderman Hoppe seconded to Adjourn the Meeting at 7:30
