City Council

September 20, 2005

 

Mayor Roy Strong, presiding.

 

The meeting was called to order with a pledge to the flag.

 

The clerk called the roll finding the following Aldermen present: Gilmour, Johnston, Mietzner, Orr, Hermes, Plese, Strong and Hoppe.

 

Absent:

 

Minutes for the September 6 meeting will be approved at the next Council meeting.

 

Mayor’s Report:

 

Trick or Treat Hours will be from 5 p.m. until 8 p.m. on Monday, October 31

 

The Mayor stated that he has been meeting with the Will County Community Economic Development (CED) staff.  He feels they provide an invaluable service to the City.  The CED has started a new campaign and is asking for one dollar per person in the City.  The City in the past has contributed $3,000.  The increase would be $5,500 per year for the next five years.

 

Alderman Gilmour made a motion and Alderman Hermes seconded to Approve the annual dues payment of $5,500 each year for the next five years to the Will County Center for Economic Development starting in the year 2006 and ending in the year 2010.  All yes.  Motion passed.

 

The 150 Operators are asking for a Special City Council meeting to be held on October 11.

They will be presenting a workshop on October 3 and will go before the Planning and Zoning Commission on October 6.  The discussion will be their annexation agreement proposal.

 

Alderman Mietzner made a motion and Alderman Gilmour seconded to Approve holding a Special City Council meeting on October 11 to discuss the 150 Operators Annexation Agreement.  All yes.  Motion passed.

 

Citizen’s Comments: There were none.

 

Planning and Zoning Committee: The Planning and Zoning Commission and staff have approved Davy’s variance request.  He was asking for a set back variance from Railroad Street to avoid taking down some mature trees.

 

Alderman Plese made a motion and Alderman Johnston seconded to Approve Ordinance #05-09-20-03, PIN No. 17-26-203-001, granting a variance with regard to a rear yard setback line at 530 Railroad Street.  Hoppe passed, all others yes.  Motion passed.    

 

The next scheduled meeting is Thursday, October 6 at 7 p.m.

 

Health/Safety/Building/Grounds Committee: Alderman Orr reported on the Committee meeting that was held on September 14.  The Committee discussed the Park lights and they will be meeting with the Baseball Association to discuss next year’s light bill.  Alderman Orr asked for the Council’s opinion on closing the trailer park in the next five years. Let him know in the next couple of weeks.  The Committee also decided to take an administrative fee off the rent the Park District is receiving from the trailer park due to the time it takes office staff to manage. 

 

Water/Sewer/Streets/Alleys Committee: Alderman Hermes presented the First Reading of the Public Utility Delinquencies, Discontinuance of Service, and Dispute Resolution.

 

Next scheduled meeting is Wednesday, October 12 at 5:30 pm

 

Police and ESDA Committee: Nothing to report at this time.

 

The next meeting will be Monday, October 10 at 5:30 p.m.

 

Finance/Administration/Land Acquisition Committee: Alderman Plese made a motion and Alderman Johnston seconded to Approve the August Collector’s Report in the amount of $251,548.77 and the September Payables in the amount of $181,427.17.  All yes.  Motion passed.

 

Alderman Plese made a motion and Alderman Gilmour seconded that the Letter of Credit for Partridge Run, Phase Three, be reduced from $119,959.05 to the amount of $46,441.00 based on the City Engineer’s Recommendation.  All yes.  Motion passed.

 

City Attorney Justin Fredin stated that the vacation of easement is due to the fact that there were two improper easements done on this piece of property in the Brookside subdivision.  This is to rectify that situation and a proper easement to be placed on this lot.

 

Alderman Plese made a motion and Alderman Gilmour seconded to Approve Ordinance 05-09-20-01, an Ordinance vacating two public utility easements in the City of Wilmington with the condition upon receipt of an acceptable easement signed by the property owners, Kerry and Diane Proffitt.  All yes.  Motion passed.

 

The next meeting will be Tuesday, October 18, at 6:30 p.m.

 

Ordinance and License Committee: Alderman Orr said the Committee reviewed the Inter School Governmental Agreement and are recommending its passage tonight.

 

Alderman Orr made a motion and Alderman Mietzner seconded to Approve Ordinance 05-09-20-02 authorizing the execution of an intergovernmental cooperation agreement between the City of Wilmington and the Board of Education of Wilmington Community Unit School District 209U.  Hermes and Plese abstained, Orr, Mietzner, B. Strong, Hoppe, Gilmour and Johnston yes.  Motion passed.

 

Alderman Orr presented the first reading of the Ordinance amending the electrical wiring code.  Language needed to be changed to reflect a current date.

 

The next meeting will be Tuesday, October 11 at 6:30 p.m.

 

Personnel and Insurance Committee: Nothing to report at this time.

 

JADA:  Nothing to report at this time.

 

City Staff Report:  Puracchio asked the Council to let her know if they were interested in attending the Will County Governmental League dinner on October 13 to discuss the Fall Legislative Issues.

 

Puracchio stated the City and the ASCME Union reached a tentative agreement today.  The Union will be voting to ratify the contract on September 27 and it will go before Council to approve on October 4 if they approve.

 

Attorney’s Report: Nothing to report at this time.

 

Alderman Gilmour made a motion and Alderman Hermes seconded to Adjourn the Meeting at 7:36 p.m. All yes. Motion passed.
