Mayor Roy Strong, presiding
The meeting was called to order with the pledge to the flag.
The clerk called the roll finding the following Aldermen physically present: Mietzner, Orr, Combes, Hermes, Hoppe, Plese and Gilmour.
Alderman Strong was not present.
Alderman Plese made a motion and Alderman Orr seconded to Approve the Minutes of the February 20, 2007 meeting. All yes. Motion passed.
Mayor’s Report: The Mayor announced the Chamber of Commerce’s Meet the Candidates Night will be on March 29, 2007 at 7:00 p.m. here at City Hall. Will County Severe Weather Spotter Training is March 22, 2007 from 6-9:00 p.m. here at City Hall. Steve Carlock was present in the audience and announced to the Council that there will be a Car and Motorcycle Show on Saturday, July 21, 2007 at Winchester Green Shopping Center. There were 217 cars in the show last year and this year he is having motorcycles in the show. This event brings money to local businesses. The Salvation Army - Donut Days is Friday and Saturday, June 1st and 2nd and the Christmas Kettle Days are November 16th - December 24th.
Alderman Hoppe made a motion and Alderman Please seconded to Approve the Request for the Salvation Army’s Donut days on June 1st and 2nd and the Christmas Kettle Days from November 16th through December 24, 2007. All yes. Motion passed.
Citizen’s Comments: None at this time.
Planning and Zoning Committee: Alderman Orr made a motion and Alderman Gilmour seconded to Approve Ordinance 07-03-06-01 rezoning certain territory Water’s Edge Commercial from B2 to B3 based on the Recommendation from the Planning and Zoning Commission. (PIN #09-18-19-300-007-0000). All yes, Motion passed.
John McIntyre spoke briefly about the County Comprehensive Plan Update stating there is future transportation needs such as a bike and hike trail that is hooked up with Wilmington and that their next meeting will be April 19, 2007 at 6:00 p.m.
Next scheduled meeting is Thursday, April 5, 2007 at 7:00 p.m.
Health, Safety, Buildings, Grounds & Parks Committee: Nothing to report at this time.
Water, Sewer, Streets & Alleys Committee: Alderman Gilmour announced that the Waste Water Sewer Plant Bid is on schedule for March 15, 2007. Alderman Plese had a suggestion regarding looking into the difference between using General Contractors and Construction Managers for the project. A contract is already in place with Rogina & Associates.
Next scheduled meeting is on Wednesday, March 14, 2007 at 5:30 p.m.
Police and ESDA Committee: Nothing at this time.
Next scheduled meeting is Monday, March 12, 2007 at 5:30 p.m.
Finance/Administration/Land Acquisition Committee: Alderman Plese made a motion and Alderman Hermes seconded to Approve the February Payables in the amount of $78,090.94. All yes. Motion passed.
Next scheduled meeting is Tuesday, March 20, 2007 at 6:30 p.m.
Ordinance and License Committee: Alderman Gilmour made a motion and Alderman Orr seconded to Approve Ordinance 07-03-06-02 an Ordinance Amending the City of Wilmington Code of Ordinances with Respect to Compliance Tickets. All yes. Motion passed.
Alderman Plese stated the local drivers should know the roads/routes and we could build a positive relation with the out of town drivers by letting them know the roads and routes so they could be aware when driving through our town.
The next scheduled meeting is Tuesday, March 13, 2007, at 6:00 p.m.
Personnel and Insurance Committee:. Alderman Mietzner made a motion and Alderman Gilmour seconded to Authorize the Side Letter Agreement Between the City of Wilmington and the Metropolitan Alliance of Police, Wilmington Police Chapter #129. All yes. Motion passed.
JADA: Nothing to report at this time.
City Administrator Report: John McIntyre stated he was to speak at C.C.W. about the downtown area. He also had a meeting with the advocates and the trailer park residents, and put together a draft of trailer parks in outlying areas to help with the assistance of the residents.
Attorney’s Report: Attorney Justin Fredin had nothing to report at this time.
Executive Session: Nothing.
Alderman Gilmour made a motion and Alderman Mietzner seconded to Adjourn the Meeting at 7:24 p.m. All yes. Motion passed.
