The meeting was called to order at 7:00 p.m. with the pledge to the flag.
The clerk called the roll finding the following Aldermen physically present: Orr, Combes, Hermes, Hoppe, Plese and Gilmour.
Alderman Mietzner and Strong were not present.
Alderman Gilmour made a motion and Alderman Hoppe seconded to Approve the Minutes of the April 17, 2007 meeting as presented and have them placed on file. All yes. Motion passed.
Mayor’s Report: The Mayor announced the names of the 2007-2008 Appointments

The Mayor announced the Rube Goldberg Winners from the Wilmington High School. He honored each of them and teacher Diane Heck with certificates and announced how good of a job these students did on their report of the different steps on squeezing oranges. This group won the state competition this year. Diane Heck spoke briefly about the team as to how well they worked together to achieve this goal and how proud she is of each of them and the great support of Mr. Hermes and the District. These students worked very hard after school, Saturdays and even holidays to achieve this goal.
The Mayor also honored and announced the names of the students for the Wilmington High School Wrestling Champions. The Mayor and Coach Murphy presented each wrestler with a certificate and Coach Murphy spoke briefly about how well these students placed and how proud he is of each of them.
The Mayor honored outgoing Council Member Alderman Jay Plese and presented him with a plaque and thanked him for his service throughout the years. Alderman Plese spoke briefly about the past 8 years that he has served on the Council and the changes he has seen with Stough Group and ProLogis, roads, sidewalks being put in and replaced, working with the Mayor and what a great job he is doing and that is was his honor to serve on the Council Board.
Citizen’s Comments: None at this time.
Planning and Zoning Committee: The next scheduled meeting is Thursday, May 3 at 7:00 p.m.
Health, Safety, Buildings, Grounds & Parks Committee: Nothing to report at this time.
Water, Sewer, Streets & Alleys Committee: Nothing to report at this time.
Next scheduled meeting is set for Wednesday, May 9, 2007 at 5:30 p.m.
Police and ESDA Committee: Nothing to report at this time.
Next scheduled meeting on Monday, May 14, 2007 at 5:30 p.m.
Finance/Administration/Land Acquisition Committee: Alderman Plese made a motion and Alderman Gilmour seconded to Approve the April Payables in the amount of $117,860.09. All yes. Motion passed.
Alderman Hermes reminded the Council that the budget packets will be ready for pickup on Friday after 3:00 p.m.
Next scheduled meeting is Tuesday, May 15, 2007 at 6:30 p.m.
Ordinance and License Committee: Alderman Orr announced the Second Reading - Adopting a Building Plan review Fee Schedule for the Fire Department and a Second Reading on the Building Code, Section 157.
Alderman Hermes made a motion and Alderman Plese seconded to Send the Fire Department Ordinance back to the committee for review. 4 yes votes and 2 no votes by Alderman Orr and Hoppe. Motion passed.
The Mayor stated that he felt the inspection fee is unwarranted at this time and the Fire Department should address revenue generating in an impact fee. Alderman Orr felt that this had already been discussed in committee.
Next scheduled meeting is scheduled for Tuesday, May 8, 2007 at 6:00 p.m.
Personnel and Collective Bargaining Committee: Nothing to report at this time.
JADA: Nothing to report at this time.
City Administrator Report: John McIntyre spoke briefly about the Red Carpet Corridor is May 5th and 6th. There will be a Farmers Market, entertainment, food, crafts and tours of the historic buildings. The Wilmington Rotary Cruise Nights Car Show is set for Saturday, June 23 and the second show is scheduled for Saturday, August 18 from 6:00 p.m. to 9:00 p.m. He also stated that he thought the curbs around town look nice with the new paint job.
Attorney’s Report: Attorney Eric Hansen had nothing to report at this time.
Executive Session: Nothing at this time.
Next regular City Council meeting is scheduled for Tuesday, May 15, 2007.
Alderman Gilmour made a motion and Alderman Combes seconded to Adjourn the Meeting at 7:28 p.m. All yes. Motion passed.
