City Council

January 18, 2005

 

Alderman Gilmour made a motion and Alderman Brown seconded to Have Alderman Jay Plese act as Mayor Pro-Tem in the absence of Mayor McGann.  All yes. Motion passed.

 

The meeting was called to order with a pledge to the flag.

 

The clerk called the roll finding the following Aldermen present: Brown, Strong, Kasalko, Gilmour, Hermes, Melhorn, Plese, and Cox.

 

Absent:

 

Alderman Brown made a motion and Alderman Gilmour seconded to Accept the Minutes of the January 4, 2005 meeting as written and have them placed on file. All yes. Motion passed.

 

Mayor’s Report: Alderman Brown made a motion and Alderman Kasalko seconded to Approve the request for a tag day on Saturday, May 14, 2005 for the Wilmington Soccer Club and Saturday, June 18, 2005 for the Will & Grundy Counties Building Trades Council, Dads Against Diabetes – DAD’s Day.  All yes.  Motion passed.

 

Citizen’s Comments: Nothing to report at this time.

 

Treasurer’s Report: Nothing to report at this time.

 

Planning and Zoning Committee:  Next scheduled meeting is Thursday, February 3 at

7 p.m.

 

Police Commission:  Nothing to report at this time.

 

DRC: Alderman Cox thanked the Rotary for getting involved with organizing the business community to move forward on getting historical lighting throughout the Downtown area.

 

Health/Safety/Building/Grounds Committee: High waters washed over the dike and caused damage to park areas.  ESDA, City Crew and Army Corp of Engineers worked through the night last week to keep it stabilized. 

 

Water/Sewer/Streets/Alleys Committee: The next meeting is scheduled for February 9 at 6:00 p.m.

 

Police and ESDA Committee: The next meeting will be Monday, February 7, at 5:30 p.m.

 

Finance/Administration/Land Acquisition Committee:  Alderman Cox made a motion and Alderman Brown seconded to Approve the December’s Collector’s Report in the Amount of $124,256.86 and the January Payables, in the amount of $132,434.09.  All yes.  Motion passed.

 

The next meeting will be Tuesday, February 1, at 6:00 p.m.

 

Ordinance and License Committee:  Alderman Strong made a motion and Alderman Gilmour seconded to Waive the first and second reading of Ordinance #1655 and Approve Ordinance #1655 Amending the City of Wilmington’s Zoning Ordinance – Text Amendment –Section 150-60.  All yes.  Motion carried.

 

Alderman Strong made a motion and Alderman Gilmour seconded to Waive the first and second reading of Ordinance #1656 and Approve Ordinance #1656 granting a conditional use permit for motor vehicle sales at 303 E. Baltimore Street, with an additional restriction that any new lighting structures shall be comparable in style with the existing historic preservation lighting structures in the City. All yes.  Motion carried.

 

Alderman Strong made a motion and Alderman Gilmour seconded to Waive the first and second reading of Ordinance #1657 and approve Ordinance #1657 providing for the appointment of a City Treasurer in the City of Wilmington.  All yes.  Motion passed.

 

The next meeting will be Tuesday, February 8 at 5:30 p.m.

 

Personnel and Insurance Committee: Alderman Kasalko reminded the Council that there will be a meeting tomorrow at 6:00 p.m. to discuss the goals of the City Administrator.

 

JADA:  Alderman Cox stated that in the selection of the names to be submitted for approval to the JADA Board he believes in the open forum of government.

 

City Administrator’s Report:  Rob Nelis stated that the City has received a letter from the AFSCME Union stating that it’s time to begin the negotiation process for the City Contract. He would like to set a meeting date in early February with the Council and City Labor Attorney.

 

Nelis asked that Executive Secretary, Sheryl Puracchio, give an update on the OSLAD grant-Children’s Memorial Park.  She stated that all financial records have been turned over to the City Auditor who is in the process of preparing the final financial documentation for the state.

 

Mayor Pro Tem Plese added that there will be a Financial Committee meeting on February 1 to discuss the budget appropriation amendment.

 

Attorney’s Report: Nothing to report at this time.

 

Alderman Brown made a motion and Alderman Kasalko seconded to Go Into Executive Session at 7:29 pm to Discuss Potential Litigation.  All yes. Motion passed.

 

Alderman Brown made a motion and Alderman Gilmour seconded to Come Out of Executive Session at 7:43 pm.  All yes.  Motion passed.  No action was taken during Executive Session.

 

Alderman Brown made a motion and Alderman Gilmour seconded to Adjourn the Meeting at 7:44 p.m. All yes. Motion passed.
