City Council
October 3, 2006
Mayor Roy Strong, presiding.
The meeting was called to order with the pledge to the flag.
The clerk called the roll finding the following Aldermen present: Mietzner, Strong, Gilmour, Hermes, Johnston, Orr, Plese, and Hoppe.
Absent:
Alderman Gilmour made a motion and Alderman Mietzner seconded to Approve the Minutes as presented, of the September 19, 2006 meeting and have them placed on file. All yes. Motion passed.
Mayor’s Report: The Mayor presented Sgt. Rick Juster from the Wilmington Police Department with an award for going above and beyond the call of duty for his part in the Kankakee River rescue of a 4 year old boy. Police Chief Evans also stated how proud he is of Juster.
There will be a 5K run or 1 mile walk sponsored by the Wilmington School District Foundation for Excellence on October 29th.
Judy Wunderlich and Cathy Partilla, co-presidents of the garden club and VFW Senior Vice Commander Pete Mordente gave a presentation on the Blue Star Memorial Highway Program. The official dedication will be at the VFW Post at 11 a.m. on Veteran’s Day.
Citizen’s Comments: There were none.
Planning and Zoning Committee: Next scheduled meeting will be October 5,
2006 at 7 p.m.
Health/Safety/Building/Grounds
Committee: Nothing to report at
this time.
Water/Sewer/Streets/Alleys Committee: Alderman Orr made a motion and Alderman Hoppe seconded to Waive Competitive Bidding for the Downtown Lighting Project. All yes. Motion passed.
Orr explained that the bid opening was published and the City received only one bid from VanMack Electric. The bid amount was high so Orr, Mayor Strong and Dave VanDuyne met to discuss lowering the bid amount by changing some of the specifications.
Alderman Orr made a motion and Alderman Gilmour seconded to Accept the bid from VanMack Electric for the Downtown Decorative Lighting Project not to exceed $150,000. All yes. Motion passed.
Next scheduled meeting is Wednesday, October 11 at 5:30 p.m.
Police and ESDA
Committee: The next meeting
will be Monday, October 9 at 5:30 p.m.
Finance/Administration/Land Acquisition Committee: City Auditor Tawnya Mack distributed the audit report and complimented the City on being fiscally healthy. She reviewed some of the funds and stated that the Assessed Valuation – 2004 to 2005 increase of nearly $10.9 million, 2003 to 2005 increase of nearly $17.6 million. The City has been able to maintain its fiscal base without having to raise taxes.
Alderman Plese made
a motion and Alderman Hermes seconded to Approve the Fiscal Year 2005 audit
report. All yes. Motion passed.
Alderman Plese made
a motion and Alderman Gilmour seconded to Approve the September Payables in
the amount of $80,957.67. All yes.
Motion passed.
Alderman Plese made
a motion and Alderman Mietzner seconded to Approve Resolution No. 2006-12 to
include compensation paid under an Internal Revenue Code Section 125 Plan as
IMRF earnings. All yes. Motion
passed.
Alderman Plese made
a motion and Alderman Gilmour seconded to Approve Option 2 at 2.55%
contribution rate for the 2007 IMRF Pension Program. All yes. Motion passed.
The next meeting will be Tuesday, October 17, at 6:30 p.m.
Ordinance and License Committee: The next scheduled meeting is for Tuesday, October 10, at 6:00 p.m.
Personnel and
Insurance Committee: Alderman Mietzner made a motion and Alderman Orr
seconded to Hold the Executive Session
minutes from August 15, 2006 and Release from September 5, 2006 in part as
follows:
The purpose of the Executive Session was to discuss the City’s Labor Attorney.
Mayor Strong would like to hire Brian Hipp from Seyfarth & Shaw. Strong interviewed Hipp today and was impressed.
The Council agreed but felt the Mayor should explain things to Sakellariou.
JADA: Mayor
Strong stated that Governor Blagojevich came to Wilmington’s industrial site to
announce its designation as an Enterprise Zone on Wednesday, September 27.
City Administrator Report: McIntyre reported on his attendance at the Illinois Municipal League Conference. He reported it was very informative.
Attorney’s Report: Attorney Hanson had nothing to report.
Executive Session: Nothing at this time.

to Adjourn the Meeting at 7:41 p.m. All yes. Motion passed.
