Mayor, Tony McGann, presiding.
The meeting was called to order with a pledge to the flag.
The clerk called the roll finding the following Aldermen present: Brown, Strong, Kasalko, Gilmour, Hermes, Plese and Cox.
Absent: Melhorn
Alderman Brown made a motion and Alderman Cox seconded to Accept the Minutes of the November 2, 2004 meeting as written and have them placed on file. Plese and Hermes passed. All others yes. Motion passed.
Mayor’s Report:
Nothing to report at this time.
Citizen’s Comments: Terry
Garvey addressed the Council regarding the storage units across from his rental
property at 119 N. Main. The storage
facility has no dumpster and just throws everything on the curbside. Waste Management is not responsible for pick
up so Mr. Garvey ends up disposing it.
Mayor McGann said he would ask the Ordinance Officer/Building Inspector
Gary Tate to follow through on this.
Treasurer’s Report: Nothing to report at this time.
Planning and Zoning Committee: Next scheduled meeting is Thursday, December 2 at 7pm.
Police Commission: Nothing to
report at this time.
DRC: Alderman Cox asked that everyone support
the holiday events scheduled for the Downtown area beginning with The Flower
Loft’s Holiday Open House this weekend.
Health/Safety/Building/Grounds
Committee: Alderman Brown gave
an update on the Children’s Memorial Park.
The fence is being erected this week.
Water/Sewer/Streets/Alleys
Committee: Alderman Strong made
a motion and Alderman Gilmour seconded to Reject All Bids for the Kankakee
Drive Water Main Project CDBG #03-629.
Alderman Cox abstained, all others yes.
Motion passed.
Alderman Strong made
a motion and Alderman Brown seconded to Rebid using PVC Pipe as an Addition
to Duck Tail Pipe for the Kankakee Drive Water Main Project CDBG #03-629. Alderman Cox abstained, all others yes. Motion passed.
The next Water/Sewer/Streets/Alleys Committee meeting is scheduled for Wednesday, December 15 at 6:00 p.m.
Police and ESDA
Committee: Alderman Hermes made
a motion and Alderman Gilmour seconded to Approve a Pay Increase from $11.00
to $15.00 an hour for Wilmington’s Part-Time Police Officers, Effective
November 21, 2004. All yes. Motion passed.
The next meeting
will be Monday, December 13 at 5:30 p.m.
Finance/Administration/Land Acquisition Committee: Alderman Plese made a motion and Alderman Brown seconded to Waive the First and Second Reading and Approve Ordinance #1651, an Ordinance Vacating a Public Utility Easement in the City of Wilmington All yes. Motion passed.
Alderman Plese made a motion and Alderman Hermes seconded to Approve the October Collector’s Report in the Amount of $159,148.08 and the November Payables in the Amount of $11,174.76 for the Manuals and $515,447.66 for the Systems, for a Total of $526,622.42. All yes. Motion passed.
The next meeting will be Tuesday, December 21 at 6:30 p.m.

City Administrator’s Report: Rob Nelis asked if any of the Aldermen would like to attend the Will County Governmental League Holiday Reception on December 9. Alderman Brown, and the Mayor and his wife would like to attend. If any of the other Aldermen would like to attend please contact Executive Secretary Puracchio as soon as possible. Mr. Nelis also stated that all Aldermen have a copy in their packet on an updated status grant report.
