City Council

November 21, 2006

 

Mayor Roy Strong, presiding.

 

The meeting was called to order with the pledge to the flag.

 

The clerk called the roll finding the following Aldermen present: Mietzner, Strong, Gilmour, Hermes, Orr, Plese, and Hoppe.

 

Absent:

 

Alderman Gilmour made a motion and Alderman Orr seconded to Approve the Minutes of the November 7, 2006 meeting as presented, and have them placed on file. All yes. Motion passed.

 

Mayor’s Report: The Mayor recommended Sheila Long for his appointment as City Clerk.

 

Alderman Gilmour made a motion and Alderman Plese seconded to Appoint Sheila Long as the City Clerk of Wilmington.  All yes. Motion passed.

 

The Mayor swore in Ms. Long as the new City Clerk.

 

Citizen’s Comments:  Nothing to report at this time.

 

Planning and Zoning Committee: Next scheduled meeting will be December 7, 2006 at 7 p.m.

 

Health/Safety/Building/Grounds Committee: Nothing to report at this time.

 

Water/Sewer/Streets/Alleys Committee:  Next scheduled meeting is Wednesday, December 13 at 5:30 p.m.

 

Police and ESDA Committee: The next scheduled meeting will be Monday, December 11 at 5:30 p.m.

 

Finance/Administration/Land Acquisition Committee: Alderman Plese made a motion and Alderman Hermes seconded to Approve the October Payables in the amount of $399,113.59 and the October Collectors Report in the amount of $188,279.66.  All yes. Motion passed.

 

Alderman Plese made a motion and Alderman Hermes seconded to Enter into the Pace Paratransit Local Share Agreement in an amount not to exceed $4,592.00. All yes. Motion passed.

 

Accounting Supervisor Robin Theobald stated that Pace will be giving the City a credit due to their projections being higher than the actual use, so the actual City payout will be below the $4,500 projected amount.

 

Alderman Hermes made a motion and Alderman Gilmour seconded to Approve Ordinance 06-11-21-01, Authorizing the Execution of the IMLRMA Minimum Maximum Contribution Agreement.  All yes. Motion passed.

 

Theobald explained that this covers general liability insurance; auto, property…

 

The next meeting will be Tuesday, December 19, at 6:30 p.m.

 

Ordinance and License Committee:  Alderman Orr made a motion and Alderman Hoppe seconded to Approve Ordinance 06-11-21-02 Amending Section 70.15 – Authority to Install Traffic Control Devices: Amended as follows: Deleting the four way stop at Kahler Road and Luther Drive to read a four way stop at Kahler Road and Buchanan Street.  All yes. Motion passed.

 

Alderman Orr made a motion and Alderman Mietzner seconded to Approve Ordinance 06-11-21-03, Amending Section 37.08 – Personnel – Minimum Age.  All yes. Motion passed.

 

Alderman Orr explained that this pertains to Police Dispatchers hiring age is raised to 21 years old.

 

The next scheduled meeting is for Tuesday, December 12, at 6:00 p.m.

 

Personnel and Insurance Committee:  Nothing to report at this time.

 

JADA:  Nothing to report at this time.

 

City Administrator Report:  McIntyre presented information on the Retail Sales Tax receipts.  He reported that retail sales have risen over the past years and he will follow through with additional information at a later date.

 

Attorney’s Report: Attorney Hanson had nothing to report.

 

Executive Session: Nothing at this time.

 

Alderman Gilmour made a motion and Alderman Orr seconded to Adjourn the Meeting at 7:12 p.m. All yes. Motion passed.
