Mayor Roy Strong, presiding
The meeting was called to order with the pledge to the flag.
The clerk called the roll finding the following Aldermen present: Mietzner, Strong, Hermes, Orr, and Hoppe.
Absent: Gilmour
Alderman Plese arrived at the meeting at 7:10 p.m.
Alderman Orr made a motion and Alderman Hoppe seconded to Approve the Minutes of the November 21, 2006 meeting as presented, and have them placed on file. All yes. Motion passed.
Mayor=s Report: Mayor Strong announced that the City=s blood.drive is on December 14, 2006. Anyone who donates a pint of blood will receive a jacket. Also, carbon monoxide alarms will become a law requiring everyone to have them. Mayor Strong presented an award to Ruth Glenney for providing an easement for the City to put in a sidewalk along Kahler Road down to Towpath Lane. An award was to be presented to the Shell Family Trust, but no one was present to accept this award. Mayor Strong also appointed Robin Theobald to the position of City Treasurer.
Alderman Hermes made a motion and Alderman Plese seconded to Appoint Robin Theobald as City Treasurer of Wilmington. All yes. Motion passed.

Planning and Zoning Committee: Next scheduled meeting is Thursday, December 7, 2006 at 7:00 p.m.
Water, Sewer, Streets & Alleys Committee: Alderman Strong made a motion and Alderman Mietzner seconded to waive the bidding process and accept the Bid for the Demolition of the North Water Tower from Hy-Tech Specialized Services not to exceed $25,500. All yes. Motion passed.
Alderman Strong made a motion and Alderman Hoppe seconded to accept the Bid from Water Well Solutions for the Well Capping Project not to exceed $8,293.00. All yes. Motion passed.
Next scheduled meeting is on Wednesday, December 13, 2006 at 5:30 p.m.
Police and ESDA Committee: Next scheduled meeting is Monday, December 11, 2006 at 5:30 p.m.
Finance/Administration/Land Acquisition Committee: Alderman Hermes made a motion and Alderman Mietzner seconded to Approve the October Payables in the amount of $477,405.57. All yes. Motion passed.
The next scheduled meeting is Tuesday, December 19, 2006 at 6:30 p.m.
Ordinance and License Committee: The next scheduled meeting is Tuesday, December 12, 2006 at 6:00 p.m.
Personnel and Insurance Committee: Nothing to report at this time.
JADA: Nothing to report at this time.
City Administrator Report: John McIntyre reported that Gary VanDuyne did a great job at removing the snow throughout the City and there were no complaints from anyone. The Administrative staff at City Hall is stretched due to many illness. He complimented all the employees and said this is due to the fact that the employees are all cross trained on each others positions. McIntyre also expressed the importance of confidentially with the City of Wilmington, that business is becoming fierce and the City does not want other communities to compete with us. He stressed that we should maintain strict confidentiality so information does not leak out before it=s time.
Alderman Hoppe stated a resident of Phelen Acres expressed concern about people flooding their properties out there for the duck hunters. The City can not do anything about this concern. Alderman Hoppe also had a question about the Waste Management containers.
Attorney=s Report: Attorney Mahoney had nothing to report at this time.
Executive Session: Nothing at this time.
Alderman Orr made a motion and Alderman Hermes seconded to Adjourn the Meeting at 7:24 p.m. All yes. Motion passed.
