City Council

Mayor Roy Strong, presiding

 

The meeting was called to order at 6:58 p.m. with the pledge to the flag.

 

The clerk called the roll finding the following Aldermen physically present: Mietzner, Orr, Combes, Hermes, Hoppe, Plese and Gilmour.

 

Alderman Strong was not present.

 

Alderman Hoppe made a motion and Alderman Plese seconded to Approve the Minutes of the May 1, 2007 meeting as presented and have them placed on file.  All yes.  Motion passed. 

 

Alderman Gilmour made a motion and Alderman Plese seconded to Approve the Minutes of the May 7, 2007 meeting as presented and have them placed on file.  All yes.  Motion passed.

 

Mayor’s Report:     The Mayor swore in Sheila Long as the City Clerk and presented her with a certificate.  Clerk Sheila Long swore in new council members Frank Studer, Fourth Ward, and Larry Hall, Second Ward, as new Alderman and presented them each with certificates.  Alderman Gilmour, First Ward, Combes, Second Ward, and Hermes, Third Ward were also sworn in for their new terms and presented with certificates.

Alderman Gilmour made a motion and Alderman Combes seconded to Accept the Mayor’s Recommended Appointments as presented.  All yes.  Motion passed.

Alderman Hoppe made a motion and Alderman Mietzner seconded to Approve the Request for Wilmington Softball League Tag Day on Saturday, May 19, 2007.  All yes.  Motion passed.

 

Citizen’s Comments:     None at this time.

 

Planning and Zoning Committee:    The next scheduled meeting will be on Thursday, June 7, 2007 at 7:00 p.m.

                                   

Health, Safety, Buildings, Grounds & Parks Committee:    Nothing to report at this time.

 

Water, Sewer, Streets & Alleys Committee:   Nothing to report at this time. 

 

Next scheduled meeting is set for Wednesday, June 13, 2007 at 5:30 p.m.

 

Police and ESDA Committee:    Nothing to report at this time. 

 

Next scheduled meeting will be on Monday, June 11, 2007 at 5:30 p.m.

 

Finance/Administration/Land Acquisition Committee:     Alderman Hermes made a motion and Alderman Gilmour seconded to Approve the April Payables in the amount of $104,829.94 and the April Collectors Report in the amount of $179,162.22.   All yes.  Motion passed. 

 

Alderman Hermes made a motion and Alderman Mietzner seconded to Approve Ordinance #07-05-15-01, an Ordinance Proposing the Establishment of a Special Service Area and Calling for a Public Hearing with regard thereto (Deer Ridge Park).  7 yes votes and 1 abstained vote by Alderman Hall.  Motion passed.

 

Next scheduled meeting is Tuesday, June 19, 2007 at 6:30 p.m.

 

Ordinance and License Committee:   Rescheduled meeting is scheduled for Tuesday, May 29, 2007 at 6:00 p.m.

 

Alderman Orr stated he had some concerns with the Building Code Ordinance and would address them at the next Committee meeting.

 

Alderman Mietzner spoke briefly about the service Alderman Plese has given to the City and thanked him for his help, time and guidance throughout the years. 

 

Alderman Gilmour also spoke briefly about Alderman Plese and thanked him for his service on the Board. 

 

Mayor Strong stated Alderman Plese was very helpful with his financial strength to the Council and stated it will be very hard to fill his shoes.  He also thanked Alderman Plese for his time and service to the Board and City.

                                                           

Personnel and Collective Bargaining Committee:   There will be a Personnel Committee meeting on May 22, at 6 p.m. to discuss the MAP Contract.                                                                                                                                

JADA:    Nothing to report at this time.

 

City Administrator Report:     Sheryl Puracchio, Assistant City Administrator stated there is a second joint Planning and Zoning/Council meeting scheduled for May 17, 2007 at 6:00 p.m. and encouraged all the board to be present.  She stated that the City was waiting for final signatures from the IEPA to release the loan funds for the sewer plant.  She also announced that the city hosted a regional meeting for the Department of Commerce and Economic Opportunity. They talked about business incentives and programs available from the department and had a chance to network with the surrounding municipalities that were in attendance.

 

Attorney’s Report:    Attorney Jean Kenol had nothing to report at this time.

 

Executive Session:   Nothing at this time.

 

Next regular City Council meeting is scheduled for Tuesday, June 5, 2007.

 

Alderman Hermes made a motion and Alderman Mietzner seconded to Adjourn the Meeting at 7:21 p.m.  All yes.  Motion passed.
