City Council

July 17, 2007

                                                                                   

Mayor Roy Strong, presiding

 

The meeting was called to order at 7:03 p.m. with the pledge to the flag.

 

The clerk called the roll finding the following Aldermen physically present: Mietzner, Orr, Hall, Combes, Hoppe, Studer and Gilmour.

 

Alderman Hermes was not present.

           

Alderman Gilmour  made a motion and Alderman Combes seconded to Approve the minutes of July 3, 2007 meeting and have them placed on file.  All yes.  Motion passed.

 

Mayor’s Report:    The Mayor announced that there will be a special Council meeting on the Deer Ridge SSA Public Hearing and South Arsenal Bid approval on July 19, 2007 at noon. He also announced that there was a blood drive on July 3, 2007 and we collected 10 pints of blood.  The next blood drive will be on September 10, 2007.  The Drug Coalition was present and awarded the Mayor with a plaque for healthy coalition. The Illinois Coalition for Community Services was started 8 months ago.  They are having parents sign a pledge stating they will not have parties with alcohol or drugs.  There are forms at the library to pick up is anyone is interested.  They stated that it is a slow process but hope to have more people sign their safe home directory.  They spoke to Matt Swick and will have forms available at the open house and registration for school.  They feel they can start with the lower grades and hope more parents will sign up.  They also have a Family Anonymous meeting at the library on the second Monday of the month at 6:30 p.m.  

 

Citizen’s Comments:    None at this time.

 

Planning and Zoning Committee:   Alderman Orr made a motion and Alderman Combes seconded to Approve Ordinance #07-07-17-01, an ordinance granting a variation from Chapter 159 :Flood Hazard Areas” of the City of Wilmington Code of Ordinance. ( for Deer Creek Estates.)  All yes.  Motion passed.

 

Alderman Orr made a motion and Alderman Gilmour seconded to Approve Ordinance #07-07-17-02, an ordinance granting a Conditional use Permit for a Planned Unit Development for Deer Creek Estates.  All yes.  Motion passed.  Chuck Friddle from the Park Board was present in the audience and noted that all his board members are in favor of this and has already spoke to their Attorney on the matter.

 

The next scheduled meeting is Thursday, August 2, 2007 at 7:00 p.m.

                                   

Health, Safety, Buildings, Grounds & Parks Committee:    Nothing  to report at this time.

 

Water, Sewer, Streets & Alleys Committee:   Alderman Gilmour made a motion and Alderman Studer seconded to Approve the final payment of $1,241.50 to Anderson Concrete for the Kahler Sidewalk DCE Grant Program.  All yes.  Motion passed.

 

Alderman Hall made a motion and Alderman Gilmour seconded to Approve the quote from Fatlan Trucking to remove sludge for $95.00 per truck load from the sewer plant.  All yes.  Motion passed.  Alderman Gilmour noted that this is a one time contract.

 

Next scheduled meeting is set for Thursday, August 8, 2007 at 5:30 p.m.

 

Police and ESDA Committee:    Nothing to report at this time. 

 

Next scheduled meeting on Monday, July 9, 2007 at 5:30 p.m.

 

Finance/Administration/Land Acquisition Committee:     Alderman Mietzner made a motion and Alderman Hoppe seconded to Approve the First Amendment to Annexation Agreement between the City of Wilmington, Will County, Illinois and Parrish Construction, Inc. (For Deer Creek Estates).   All yes.  Motion passed. 

 

Alderman Mietzner made a motion and Alderman Hall seconded to Approve the June Payables in the amount of $182,097.72 and the June Collector’s Report in the amount of $161,232.09.  All yes.  Motion passed. 

 

Next scheduled meeting is Thursday, August 21, 2007 at 6:30 p.m.

 

Ordinance and License Committee:   Next scheduled meeting is scheduled for Tuesday, August 14, 2007 at 6:00 p.m.

 

Personnel and Collective Bargaining Committee:.  Nothing to report at this time.

 

City Administrator Report:     Nothing to report at this time.

 

Attorney’s Report:    Attorney Justin Fredin had nothing to report at this time.

 

Executive Session:   Nothing at this time.

 

Next regular City Council meeting is scheduled for Tuesday, August 7, 2007 with a Special Council Meeting scheduled for Thursday, July 19, 2007 at 12:00 p.m.

 

Alderman Mietzner made a motion and Alderman Combes seconded to Adjourn the Meeting at 7:15p.m.  All yes.  Motion passed.
