City Council

September 19, 2006

 

Mayor Roy Strong, presiding.

 

The meeting was called to order with the pledge to the flag.

 

The clerk called the roll finding the following Aldermen present: Mietzner, Strong, Gilmour, Hermes, Johnston, Orr, and Hoppe.

 

Absent: Plese

 

Alderman Hoppe made a motion and Alderman Johnston seconded to Approve the Minutes as presented, of the September 5, 2006 meeting and have them placed on file. All yes. Motion passed.

 

Mayor’s Report: None at this time.

 

Planning and Zoning Committee:  Next scheduled meeting will be October 5, 2006 at 7 p.m.

 

Health/Safety/Building/Grounds Committee: Alderman Gilmour stated that vandal-proof lights have been installed at the Children’s Memorial Park.

 

Water/Sewer/Streets/Alleys Committee:  Alderman Gilmour made a motion and Alderman Strong seconded to Accept the bid from for unleaded gas from Wee Sip Liquor Inc.  All yes. Motion passed.

 

Alderman Gilmour stated that the bids went out for the downtown street lighting project and the bids will be opened on Wednesday, September 27 at 10 a.m.

 

Next scheduled meeting is Wednesday, October 11 at 5:30 p.m.

 

Police and ESDA Committee: Alderman Hermes complimented the Police Department, Mar Theatre and Alderman Gilmour for the Drug Forum that was held on Monday.

 

The next meeting will be Monday, October 9 at 5:30 p.m.

 

Finance/Administration/Land Acquisition Committee: Alderman Hermes made a motion and Alderman Johnston seconded to Approve the August Collector’s Report in the amount of $198,011.19 and the August Payables in the amount of $130,705.36.  All yes. Motion passed.

 

The next meeting will be Tuesday, October 17, at 6:30 p.m.

 

Ordinance and License Committee:  The next scheduled meeting is for Tuesday, October 10, at 6:00 p.m.

 

Personnel and Insurance Committee: Alderman Mietzner read the following statement:

 

 

 

 

 

 

I am going to be direct in what I am saying.

 

I am disappointed that contents of our executive sessions continue to be discussed publicly, whether directly with the press by a member of this council, or indirectly to a source used by the press.  Information of this nature getting to the press only causes distrust among council members and city staff.  We simply do not need distrust with all the other issues that we as a council and the city staff faces daily.

 

I understand the law does not prevent individuals on the council from discussing executive session topics with non-members; however, it should not be done out of respect to fellow council members until decisions are made public.  We expect our employees to be professional and they expect the same of us, especially when it comes to employment issues.  I would encourage the individual who may have done this to privately apologize to follow council members for their actions.

 

Additionally, if you think we should not be going into an executive session to discuss an issue, then please raise your concern prior to going into executive session.  And if you believe we may be discussing something that should not be discussed in executive session, please raise your concern at that moment not afterwards.

 

JADA:  Nothing to report at this time.

 

City Administrator Report:  McIntyre reported that the ad for the City is in the Heritage Corridor Magazine and the new High School will be a benefit to the entire community.

 

Executive Secretary Puracchio congratulated the Middle School Girls Softball Team for making the state finals and asked the Council to start making suggestions for the replacement of the City Clerk since Johnston will be moving out of city limits in November.

 

Attorney’s Report: Attorney Hanson addressed the Council after reading Ms. Wendell’s letter. He stated that his firm represents the City not residents that are being prosecuted by the City.

 

Citizen’s Comments:  Claudia Wendell addressed the Council with her concerns over her treatment at Court that was held in Wilmington. She felt she was being treating unfairly by the entire court system. It was explained to her that the City has nothing to do with the Court process.

Alderman Mietzner made a motion and Alderman Hermes seconded to Adjourn the Meeting at 7:16 p.m. All yes. Motion passed.
