City Council

September 4, 2007

                                                                                   

Mayor Roy Strong, presiding

 

The meeting was called to order at 7:01 p.m. with the pledge to the flag.

 

The clerk called the roll finding the following Aldermen physically present: Mietzner, Orr, Hall, Combes, Hermes, Hoppe, Studer and Gilmour.

           

Alderman Orr  made a motion and Alderman Combes seconded to Approve the minutes from August 21, 2007 meeting and have them placed on file.  6 yes.  2 abstained, Alderman Mietzner and Alderman Gilmour.  Motion passed.

 

Mayor’s Report:   Alderman Orr made a motion and Alderman Studer seconded to Approve the Request for Wilmington Baseball Softball Association 9U Travel Team Tag Day on Saturday, September 8, 2007.  All yes.  Motion passed.

 

Citizen’s Comments:    Mr. Ron Piencak was present in the audience questioning the status on the berm and light situation out at Waters Edge Subdivision.  He stated that the berm has had nothing done to it and wanted to know if the person can be cited on violations?  City Administrator Sheryl Puracchio stated the property is not in the City limits and the owner was to keep the property mowed and has been cited by the County.  The owner is trying to sell off the dirt is the reason the berm is there now.  She has contacted Com Ed about the lights and they stated after they finish up with the storm damage they will be out to fix the lighting.

 

Planning and Zoning Committee:    The next scheduled meeting is Thursday, September 6, 2007 at 7:00 p.m.

                                   

Health, Safety, Buildings, Grounds & Parks Committee:  

Water, Sewer, Streets & Alleys Committee:   The Approval of Sidewalk Project Bid is referred back to the Committee for further consideration.  The Approval of Sunset Drive Ditch Project Bid was referred back to the Committee for further consideration.

 

Next scheduled meeting is set for Wednesday, September 12, 2007 at 5:30 p.m.

 

Police and ESDA Committee:    Nothing to report at this time.  Next scheduled meeting on Monday, September 10, at  5:30 p.m.

 

Finance/Administration/Land Acquisition Committee:     Alderman Hermes made a motion and Alderman Hoppe seconded to Approve the August  payables in the amount of $333,434.73 as Amended.  All yes.  Motion passed. 

 

Alderman Orr made a motion and Alderman Hermes seconded to Approve payment of $56,736.49 to S.A. Issert Construction for the South Arsenal Road Project.  All yes.  Motion passed. 

 

Alderman Hermes made a motion and Alderman Gilmour seconded to Reduce the Letter of Credit for the Prairie Farm Subdivision from $378,183.00 to $307,895.95 based on the City Engineer’s recommendation. (Correction made due to scribner’s error).  All yes.  Motion passed.

 

Next scheduled meeting is Thursday, September 18, 2007 at 6:30 p.m.

 

Ordinance and License Committee:   Alderman Orr announced the second reading of Electronic Attendance at meetings. 

 

 Next scheduled meeting is scheduled for Thursday, September 13, 2007 at 6:00 p.m.

 

Personnel and Collective Bargaining Committee:.   Alderman Mietzner made a motion and Alderman Combes seconded to Hire Jolynn Ziller as the City of Wilmington Executive Secretary at a salary rate of $30,000.00 per year.  This is a non bargaining position.   7 yes.  1 abstain vote by Alderman Orr.  Motion passed.

 

City Administrator Report:     Sheryl Puracchio announced that the Fall Cleanup will be the second week of October.  She also thanked Joanne Wagge for all her hard work these past weeks.   

 

Attorney’s Report:    Attorney Justin Fredin had nothing to report at this time.

 

Executive Session:   Nothing at this time.

 

Alderman Mietzner made a motion and Alderman Hermes seconded to Adjourn the Meeting at 7:14p.m.  All yes.  Motion passed.
