City Council

September 5, 2006

 

Mayor Roy Strong, presiding.

 

The meeting was called to order with the pledge to the flag.

 

The clerk called the roll finding the following Aldermen present: Mietzner, Plese, Strong, Gilmour, Hermes, Johnston, Orr, and Hoppe.

 

Absent:

 

Alderman Gilmour made a motion and Alderman Orr seconded to Approve the Minutes as presented, of the August 15, 2006 meeting and have them placed on file. All yes. Motion passed.

 

Mayor’s Report:  The Mayor welcomed County Executive Larry Walsh to the meeting. Walsh congratulated the community on the groundbreaking of the new high school site and the passing of the school referendum.  He offered to be of any assistance as the City prepares for future growth.

 

The Mayor presented Carrie Wollenzien and Julie Warner with a framed city sticker.  Wollenzien drew the picture of Warner’s house. The house is on the National Historic Registry and was the home of the first Mayor of Wilmington.

 

Debbie Trippiedi, President of M.O.M.S. Operation gave a presentation to promote awareness of the program. The organization supplies local overseas military personnel with homemade cookies and care packages. The Mayor and Alderman Plese stated they would make a monetary donation to the organization.

 

The Mayor asked that the Council appoint Don Friddle as the City’s Building Inspector.

 

Alderman Gilmour made a motion and Alderman Johnston seconded to Appoint Don Friddle as Building Inspector pending contract approval by the City Attorney.  All yes. Motion passed.

 

Citizen’s Comments:  None at this time.

 

Planning and Zoning Committee:  School Board President Bill Welsh gave an overview of the new school site.

 

Alderman Mietzner made a motion and Alderman Hoppe seconded to Approve Ordinance 06-09-05-03 annexing certain territory into the corporate limits of the City of Wilmington, Will County, Illinois (Wilmington School District 209U).  Hermes and Plese abstained.  All others yes.  Motion passed.

 

Alderman Mietzner made a motion and Alderman Gilmour seconded to Approve Ordinance 06-09-05-01 authorizing the execution of an intergovernmental cooperative agreement between the City of Wilmington and the Board of Education of Wilmington Community District 209U.   Hermes and Plese abstained.  All others yes.  Motion passed.

 

Alderman Mietzner made a motion and Alderman Strong seconded to Approve Ordinance 06-09-05-02 rezoning certain property and granting a conditional use permit. (Wilmington School District 209U).  Hermes and Plese abstained.  All others yes.  Motion passed.

 

 

 

Next scheduled meeting will be October 5, 2006 at 7 p.m.

 

Health/Safety/Building/Grounds Committee: Alderman Gilmour stated that vandal-proof lights have been installed at the Children’s Memorial Park.

 

Water/Sewer/Streets/Alleys Committee:  Alderman Strong made a motion and Alderman Hoppe seconded to Accept the bid from North Central Antenna Technologies, Inc. for the construction of and installation of an antenna tower not to exceed $89,750.  All yes. Motion passed.

 

Alderman Gilmour made a motion and Alderman Johnston seconded to Approve Interior-Exterior Painting to paint 77 hydrants by October 31 at a cost not to exceed $3,500.  All yes. Motion passed.

 

Next scheduled meeting is Wednesday, September 13 at 5:30 p.m.

 

Police and ESDA Committee: The next meeting will be Monday, September 11 at 5:30 p.m.

 

Finance/Administration/Land Acquisition Committee The next meeting will be Tuesday, September 19, at 6:30 p.m.

 

Ordinance and License Committee:  Alderman Orr made a motion and Alderman Johnston seconded to approve the Mar Theatre’s Façade Improvement Request not to exceed $1,700.  All yes. Motion passed.

 

Alderman Hoppe made a motion and Alderman Gilmour seconded to approve Ordinance #06-09-05-04, Authorizing the execution of an intergovernmental cooperative agreement between the City of Wilmington and the Board of Education of Wilmington Community School District 209U.  Hermes and Plese abstained. All others yes. Motion passed.

 

The next scheduled meeting is for Tuesday, September 12, at 6:00 p.m.

 

Personnel and Insurance Committee: Alderman Mietzner made a motion and Alderman Hoppe seconded to Hire Don Friddle as Building Inspector at a salary of $52,000 per year, subject to a contract review by the City Council. All yes. Motion passed.

 

JADA:  Nothing to report at this time.

 

City Administrator Report:  McIntyre reported that the new High School will be a benefit to the entire community

 

Attorney’s Report: Attorney Fredin had nothing to report at this time.

 

Executive Session: Alderman Mietzner made a motion and Alderman Hermes seconded to go into executive session to discuss specific personnel issues.  All yes. Motion passed.

 

Alderman Mietzner made a motion and Alderman Johnston seconded to return Regular Session at 7:59 p.m.  All yes. Motion passed.

 

No action was taken.

 

 

Alderman Plese made a motion and Alderman Hermes seconded to Adjourn the Meeting at 8:00 p.m. All yes. Motion passed.
