DISCUSSION:           Olive Street Vacation

 

ACTION:                   Alderman Gilmour made a motion and Alderman Brown seconded to open discussions at 7:00 p.m. All yes.  Motion passed.

 

Mr. Wilson and Mr. McCulley would like to finalize their purchase of the Olive Street property.  The survey ($1,300.) and appraisal ($300.) have been completed with the agreement that Wilson & McCulley would pay for it. Final purchase price of property is $4,080.  Each owner would pay $2,840.  Wilson & McCulley agreed to pay the costs. Issue will go for full Council approval.

 

Mr. McCulley asked that the City repair the ruts in his property that incurred when they put in the manhole.  Work order was issued to rectify.

 

DISCUSSION:           Buchanan Street

 

ACTION:                   Mr. Al LaPage asked that the end of Buchanan Street be paved. He has been requesting this for at least three years now.  He also inquired about getting a stop sign at the end of Wabash Street.

The Committee agreed to tar and chip the street but referred him to


the Police Department about the stop sign.

 

DISCUSSION:           Roberts & Sunset

 

ACTION:                   Wesley Township Supervisor Earl Spears brought up a safety concern with a drainage issue on Roberts & Sunset (see attached pictures).  The Committee agreed that the issue was too complicated for the City Crew to resolve.

                                   

                                    Alderman Cox made a motion and Alderman Gilmour seconded to have the City Engineer draw up a sketch that reflects the solution to the culvert drainage issue.  All yes.  Motion passed.

 

DISCUSSION:           Property Issue Behind Southwest Corner of Water & Baltimore

 

ACTION:                   Pat Frey asked if the City would sign over to her maintenance on the small piece of city owned property.  She mentioned problems with a neighbor and an increasing inability to be able to get her car parked in the back.  Alderman Cox stated he was not comfortable recommending anything until he and Gary Van Duyne were able to view it.  Upon viewing Alderman Cox will make a recommendation at the next committee meeting.

 

DISCUSSION:           Sunset & Dorset

 

ACTION:                   Dawn Karen stated that there is a problem with the water filling up in her ditch.  A foot of water has been standing in there since May.  She frequently cleans it out but it still won’t drain.  Gary Van Duyne stated that he is aware of this and has had several conversations with her husband. Gary has to shoot the grade out there and the property in that area is very wet.  Alderman Cox issued a work order. He also told Dawn to stay in touch with Sheryl and keep her up-to-date.

 

DISCUSSION:           Stevens Lane

 

ACTION:                   The Committee stated that if the homeowners wanted to all chip in to build a road that would be fine otherwise the road will stay a gravel road.  Gary Van Duyne will put up load limit signs.

 

DISCUSSION:           Wilmington US 66 Bridge

 

ACTION:                   As per agreement executed 7/23/2002 between the City of Wilmington, and the State of Illinois provides that the city will reimburse the State for part of the construction costs. Total construction costs were $30,351.00, Wilmington’s share $6,070.20

                                    Committee directed City to pay costs incurred.

 

DISCUSSION:           Street Signs in new Kahler Ridge Subdivision

 

ACTION:                   Gary Van Duyne stated that the street signs were in and will be put up immediately.

 

DISCUSSION:           MFT Funds

 

ACTION:                   Alderman Cox said the City is waiting on some numbers from Rogina.  There was a discussion about a $20,000 line item for sidewalk maintenance that was created from an increase in city stickers.  Alderman Cox asked that Gary let Nick know that any increase in vehicle fees has been earmarked towards sidewalk maintenance.

 

DISCUSSION:           Superintendent Report

 

ACTION:                   Gary Van Duyne reported he received a letter from Kevin Cherveny about the drainage tile on his property.  He was requesting the City to tile it.  Alderman Cox asked Sheryl to draft a letter, that he would sign, stating that the drainage ditch is not to be altered in any way.  Committee agreed.

 

                                    IDOT issued a letter stating the City is delinquent on our bridge inspections.  Gary stated that the inspections were done and he would follow through with IDOT.  He has all the paperwork to verify.

 

                                    Mr. Gornick on Sunset & Becky would like his ditch tiled and filled in and put a sidewalk in. It would take about a 12-inch tile to complete job.  Gary recommends tiling the ditch from south of Becky to Hamilton and place manholes in and be rid of the problem.    Alderman Cox asked that Gary bring this up to Nick under Capital Projects and include Kahler Road as well.

 

                                    Manchester Court is not dedicated to City yet because topcoat is not done. It is a mess out there.  Committee directed Gary to notify Mark Shell of his responsibilities. 

 

                                    The IDOT stop sign in front of Launching Pad is continuously being knocked down. After much discussion on ownership Gary will contact IDOT to see if problem can get rectified. Alderman Gilmour stated for an alternative the City could paint the word stop on the street.

 

                                    A resident has painted yellow strips on McIntyre Street by his house.  Committee directed Gary to contact Police about this once things settle down and Alderman Cox stated he would call resident.

 

                                    Gary brought in bids for a One-Ton Pick-Up with a snowplow package.  Committee agreed to go with lowest bid from Community Olds at $25,228.

 

                                    Alderman Gilmour made a motion and Alderman Brown seconded to purchase a One-Ton Pick-Up with a snowplow package at the cost of $25,228.  All yes.  Motion passed.

 

                                    Joliet and South Outer Drive streets drainage is plugged up.  Gary will look into it.  He asked if there was an ordinance about people throwing their grass clippings into the street because this was a major cause of street drainage problems.  Alderman Cox said he would look into it.

 

                                    North Street between Kankakee and Washington is slated to be blacktopped.
