Alderman Gilmour made a motion and Alderman Hermes seconded to open the W/S/S/A at 5:30 p.m. All yes. Motion passed.
Alderman Gilmour made a motion and Alderman Combes seconded to approve the minutes as written and placed on file. All yes. Motion passed.
DISCUSSION: Sludge Removal
ACTION: Jeffries received three quotes for sludge removal. Two companies would not quote by truck load, provided an hourly rate only. Fatlan Trucking quoted a price of $95.00 per semi truckload.
A motion was made by Studer, seconded by Hermes, to recommend to the council acceptance of the quote from Fatlan Trucking. All yes. Motion Passed
DISCUSSION: Ordinance to Review Water/Sewer
Capacity Issues
ACTION: Jeffries stated his concern regarding the water permit fees
for new Wilmington companies. He
indicated the fees are based on the number of people working in the plant. If however, the companies grow substantially
or are sold to a larger corporation and adjustments aren’t made, the City will
lose needed revenue to help fund the Sewer Plant.
The City attorney to draw up paperwork needed to address fee
adjustments.
DISUCSSION: Sewer Plant Update
ACTION: Surveyors at site week of July 2, 2007.

DISCUSSION: Bridge/Parking Lot
ACTION: Puracchio will
be a meeting with Strand Engineers Thursday, July 12, 2007 at 2:30 P.M.
All
property ownership issues have been resolved and we are now waiting for the
County Permit so we can move forward with the project.
DISCUSSION: Sunset
Drive Ditch
ACTION: Gilmour explained the ditch drainage on Sunset Drive from
Kahler Road to Hamilton is terrible. To
add to the problem, the ditches at points are six (6) to eight (8) feet deep
creating safety issues as well.
Superintendent Van Duyne’s crew fixed the deepest, most
dangerous ditch and the plan is to eventually run the drainage ditches to
Hamilton Street. Installing sidewalks
is also a priority so the school children won’t be forced to walk in the
street.
The
City’s engineers need to survey the area.
DISCUSSION: Budget Issues
ACTION: Gilmour
expressed his concern on bi-monthly billing for water bills. Due to the 50% sewer and 30% garbage rate
increase, he feels our patrons on fixed incomes will have difficulties managing
their bills. Puracchio explained the
possibility of monthly bills has been discussed, but due to the additional cost
of office work generated, leaving the bills as is for now is best. If our patrons feel differently, the issue
will be revisited. Puracchio also
explained increases have been made in all areas and as a city, Wilmington’s
water bills are below Illinois averages.
An article will be posted in the Free Press explaining the
increases.
COMMENTS: Van Duyne stated 5 or 6 new hydrants have been installed.
Jeffries stated the Free Press ad to paint approximately 200 fire hydrants had been placed.
