CITY OF WILMINGTON
WATER, SEWER, STREETS AND ALLEYS COMMITTEE MEETING
WEDNESDAY, DECEMBER 13, 2006

The meeting was called to order at 5:30 p.m. Upon roll call, City Council Members Joe Hermes, Russ Gilmour and Bob Strong were present. Water and Sewer Superintendent Ken Jeffries, Public Works Superintendent Gay Van Duyne, and Mayor Roy Strong were present. Councilman Jonathan Mietzner arrived at about 5:55 p.m. City Administrator John McIntyre were also present, and Administrator McIntyre also served as acting recording secretary for the meeting.
Councilman Hermes made a motion to approve the minutes from the previous meeting, seconded by Councilman Strong. The motion passed 3-0.
Superintendent Jeffries gave a brief update on the status of the water tower; he is waiting or s time to bring equipment in. Regarding well-capping, the current bid is higher than a previous bid, and the Committee agreed to advise the full City Council to rescind the current bid and accept the earlier and lower one.
Administrator McIntyre distributed a document published by the Northeastern Illinois Planning Commission depicting Wilmington’s population as 23,333 by 2030.
The subject of a “no turn on red” signs on Route 102 on to Kahler was discussed at yesterday’s License and Ordinance Committee. This is a dangerous intersection, but permission to install the signs would have to com e from IDOT. Administrator McIntyre will contact IDOT and begin the application procedure for the “no turn on red” signs.
Hank Bier and Melanie Messinger from Deer Ridge Subdivision addressed the Committee. They would like the city to repair their roads and bill the residents through a special service area tax, as discussed last summer. Bier and Messinger have not brought this idea to the residents yet, but they are confident that they can get a majority to agree to it. Administrator McIntyre will contact George Mahoney to look into preparing a special service area.
David Hextell, a resident of Morris who travels through Wilmington to work, addressed the Committee. He is concerned about the intersection of Route 53 and Strip Mine Road which is dangerous. He acknowledges that route 53 is a state road and Strip Mine Road is a Will County Road. He noted that the ingress/egress of the Shell Station and the delivery entrance to Angelo’s Liquors were particularly dangerous. He distributed a map illustrating changes in ingress/egress that would help the situation.
Administrator McIntyre will contact the owners of the Shell Station and Angelo’s Liquors to get their input on access closures.
Administrator McIntyre and Superintendent Van Duyne informed the Committee that they had interviewed five candidates for the City Crew position and recommended Nick Hansen for the position. McIntyre complimented Superintendent Van Duyne on a successful series of interviews.
Councilman Strong made a motion to recommend hiring Nick Hansen for the open City Crew position, seconded by Councilman Joe Hermes. The motion passed 3-0.
Superintendent Van Duyne updated the Committee on the leave removal program.
A homeowner on Daniel Street asked about the vacation of an easement.
Superintendent Van Duyne explained that the city does not want to vacate the easement in case the city needs to use it.
There being no further business, Councilman Strong made a motion to adjourn, seconded by Councilman Gilmour. The motion passed 3-0 and the meeting was adjourned at 6:23 p.m.
