DISCUSSION: Minutes
ACTION: Alderman Orr made a motion and Alderman Hermes seconded to open the meeting at 5:30 p.m. All yes. Motion passed.
Alderman Orr made a motion and Alderman Strong seconded to approve the minutes as presented and have them placed on file. All yes. Motion passed.
DISCUSSION: Chesson Ct. Issues
ACTION: Committee asked McIntyre for an update. Committee advised McIntyre to write Cherveny
a letter this week. The Committee asked
why Peters was allowed to start building a garage on his property before the
plat of subdivision was signed, and he had no access to his garage. McIntyre stated he had had a conversation
with City Attorney Hanson and he said there was no problem with it. Van Duyne reminded the Committee that Peters
has yet to clean out the catch basin.
The Committee directed McIntyre to get this issues resolved this week.
DISCUSSION: Water/Sewer Fees
ACTION: Orr explained that the capacity fees have been reviewed by the Ordinance & License Committee and will go before the next Council meeting for approval waiving the first and second reading. Orr asked McIntyre to check with the attorney if an ordinance has to be codified first before it can be enforced.
DISCUSSION: Deer
Ridge
ACTION: Beth Tryon addressed the Committee on the road conditions of their subdivision. These two roads are private and are maintained by the Homeowners Association. Unfortunately these roads were never completed and the association can no longer afford to just patch the potholes. They would like to get an opinion from the City on how to reach a solution. Puracchio stated that Benner, the City engineer, reviewed the roads. His opinion was the roads were satisfactory except for 2 large areas on Nikki where potholes need to be patched the full length of the street. There are also 2 areas on Deer Ridge Drive that could be patched. Cost estimates for the patching would cost $45,000, and if they patch and overlay it would cost $65,000. These are just estimates and keep in mind that asphalt costs are changing on almost a daily basis. Puracchio stated that Attorney Hanson said if the City is interested in getting involved they could develop a SSA. Those in attendance for the Homeowners Association said they will get estimates and present them to the City before anything else proceeds.

Ditch – Zier Issue
ACTION: Van Duyne stated that a homeowner has restricted the flow by putting in a 4 inch perforated pipe and filling in his ditch on lot 12 in the Deer Ridge subdivision this has created a back-up problem on Zier’s property. Zier stated he has spoken with the President of the Homeowners Association and he is working on a solution. If the problem is not get rectified the Committee stated Zier can come back to Committee with his concerns.
DISCUSSION: Sidewalk
Paving Project
ACTION: Van Duyne relayed that he will be collecting information from each of the homeowners to verify the square feet before anyone gets billed. The Committee asked if there was any way this could move quicker. Van Duyne stated that there is a pending union issue that could jeopardize the project. The Committee inquired as to when the certified letter went out to the sidewalk contractor. McIntyre stated he sent it earlier this week. Van Duyne said he was setting up a meeting with the contractor to discuss the project’s progress.
DISCUSSION: Ryan
Street
ACTION: The Committee clarified to Van Duyne that they want him to get a quote on how much it would cost to widen Ryan Street by adding gravel to both sides and then blacktopping the entire street. Van Duyne will get a quote.
DISCUSSION: Downtown
Lighting
ACTION: Orr explained that he would like the Council to vote on the purchase of 26 lights. Because they will be purchasing a specific product the Council can waive the bid process with a 2/3 majority vote. Orr stated that 19 lights are ready to be installed along Jefferson to Jackson. Van Buren to Jackson will be the challenge due to the coal chutes and conduit is not in place. Orr asked if the City engineer could look at this and set up a bid process. McIntyre will follow through.
Alderman Orr made a motion and
Alderman Hermes seconded to submit for full Council approval the purchase of
26 lights not to exceed $26,000 and waive the bidding process due to it being a
specialized product. All yes. Motion passed.
DISCUSSION: Trailer
Removal
ACTION: Van Duyne informed the Committee that Brown will remove the 3 trailers in the trailer park on South Island and the one at the landfill for $200 each. The Committee stated to go ahead.
DISCUSSION: Signs
ACTION: Van Duyne went through his list of requested signs. Orr stated that these were discussed at the Ordinance & License Committee meeting and will be having a first reading at the next Council meeting. Van Duyne added no motorized vehicles to the drainage ditch in the Kahler Ridge subdivision due to ATV’s driving through there and creating ruts. Hermes also wanted Ridge Street to be added from Luther to Kahler stating 2 hour parking only.
McIntyre stated that he had written letters to the County and State requesting permission to have the brown Wilmington tourists signs posted. Orr asked that this get expedited.
DISCUSSION: Comprehensive
Transportation Plan
ACTION: Bill Davy addressed the Committee with his concerns on what the County would like to do with Peotone Road in the future. He is requesting the City offer the alternative of South Arsenal Road to River Road. Orr asked McIntyre to develop a resolution stating the Council’s opinion and this could be sent to the County officials, JADA, Florence Township officials.

– Vacation of Road
ACTION: Jayson Walinski addressed the Committee stating he had a conversation with McIntyre on the possibility of vacating the road in the vicinity of Debbie and Vista. The Committee recommended the City engineer review this as soon as possible. The other option would be a variance that would have to go before Planning & Zoning.

ACTION: Gilmour reminded everyone that if they want Van Duyne to get something done a work order has to be filled out.
