DISCUSSION: Minutes
ACTION: Alderman Strong made a motion and Alderman Johnston seconded to open the meeting at 5:30 p.m. All yes. Motion passed.
Alderman Strong made a motion and Alderman Hermes seconded to approve the minutes as presented and have them placed on file. All yes. Motion passed.
DISCUSSION: Sewer Plant Update
ACTION: Puracchio stated that she, the Mayor, McIntyre, and Mahoney
had a conference call with Chuck Gunnerson from IEPA and George Theopolis from
Attorney Madigan’s office. It was decided that Madigan’s office will be filing
a Dissent Decree against the City of Wilmington for the current sewer plant,
exceeding the ammonia effluent discharge. Wilmington was given a schedule to
get the new sewer plant on line, permits (NPDES & construction) in to IEPA
by August and then bidding the project by March. The discussion following this
was on getting a document processed to be released to the newspapers about the
sewer plant and to schedule meetings with environmental groups to answer any
questions and concerns they might have with the release of the National
Pollutant Elimination System (NPDES).
Historically, if environmental groups have issues they will ask for a
public hearing which could possibly delay the City’s ability to meet IEPA
deadlines.
Rogina
has hired an employee that is experienced in sewer plants, Dennis
Duffield. He has submitted the
construction permit and the NPDES permit to the IEPA. Engineer Art Benner, Puracchio and Mahoney have worked on the
remaining certifications and resolutions.
These will be submitted to the IEPA by July 21. There will only be one outstanding document
in the application; easements applied for from IDOT and Meritex. As soon as the easements are obtained this
document will be filed with the IEPA.
DISCUSSION: Slipling Project
ACTION: Jeffries stated their will be a pre-construction meeting on July 18th. Insituform would like to begin the last week in July.
DISCUSSION: Miscellaneous
ACTION: Sludge - Jeffries relayed he has been trying to obtain quotes on the sludge removal. He is finding it hard because no one wants to haul sludge anymore. He will have some quotes before the next meeting.
T-Mobile – McIntyre stated that the contract has been signed and they have applied for their permit.
Trailer on Kankakee River Drive – The owner of the property asked that the City forgive her renter’s water bill and she would remove the trailer at no cost to the City. The Committee declined her offer.
Lawn Meters – Jeffries asked the Committee to do some research on this item; either have them hand piped so the meter reader can read them or eliminate them.
DISCUSSION: Sidewalk
Program Update
ACTION: Van Duyne stated that the sidewalk share program recipients have all gotten their sidewalks completed. B & T Services are now working on the City wish list and will be near its $50,000 limit. Van Duyne stated that he has asked B & T Services to complete the sidewalks first then do the restoration.
DISCUSSION: Ryan
Street
ACTION: Parrish Blacktop was asked to provide an estimate of the costs to widening and improving the Ryan Street. The cost of $28,720 is not budgeted and the Committee requested that this be placed in next year’s budget.
DISCUSSION: Downtown
Lighting
ACTION: City Engineer Benner is working on a bid packet to run conduit down the east side of Water Street. The Committee asked McIntyre to apply for the IDOT Permit. The Mayor asked Van Duyne to please check on the lights on Water Street as well as the bridge. There are several lights out.
DISCUSSION: Trailer
Removal
ACTION: The committee asked that McIntyre write a letter to Mr. Lombardi asking for the removal of the trailer at the car dealership.

Bids
ACTION: The
Committee directed City staff to get the gas bid process going.

Ridge Ditch program
ACTION: Zier came back to the Committee stating the homeowners association could not move forward unless the City engineer writes an opinion on it. The Committee agreed to have this done as soon as possible.
