DISCUSSION:           Minutes

 

ACTION:                   Alderman Johnston made a motion and Alderman Strong seconded to open the meeting at 5:30 p.m. All yes. Motion passed.

 

                                    Alderman Johnston made a motion and Alderman Hermes seconded to approve the minutes as presented and have them placed on file. All yes.  Motion passed.

                                   

DISCUSSION:           Fire Hydrant Painting

 

ACTION:                   Jeffries stated the Interior-Exterior Painting gave him a quote for $45 per hydrant.  Jeffries would like to paint 77 hydrants along the main streets of Wilmington to begin with.  There are a total of 500 hydrants and he would like this to be a three phase project. All hydrants would be painted red and the caps would be color coded according to flow rate. The Committee also added they would like the hydrants done by October 31, 2006. Van Duyne stated that the owner of the company asked to borrow the City compressor to aid in the cleaning of the hydrants.  The Committee agreed.

 

                                    Alderman Gilmour made a motion and Alderman Johnston seconded to submit for full Council approval to have Interior-Exterior Painting paint 77 hydrants by October 31 at a cost not to exceed $3,500. All yes.  Motion passed.

 

DISCUSSION:           Slipling Project

                                                           

ACTION:                   Jeffries said that the size of the pipe that was stated in the contract was incorrect.  Also in the quote they added Washington Street which could not be done because it was not put in the CDBG grant area.  So the total cost of the project was decreased to $144,844.  The Committee agreed to have the sliplining on Washington Street done for the next grant award.

 

DISCUSSION:           Miscellaneous           

                                                           

ACTION:                   Sludge – The Committee discussed the logistics of moving the sludge.  Van Duyne stated his crew could do it in the fall but he would have to rent equipment.  Jeffries also stated there was a person interested in hauling the dried out sludge, from a previous cleaning, out at no cost. The Committee agreed to this arrangement.

 

                                    Hamilton Street duplex 410/412- The owner of the duplex would like to tap-on to City water.  The Committee had no problem with this but asked McIntyre to check on the status of annexing into City limits.

 

                                    Extension of Sewer Line- Strip Mine Road – Mayor Strong received a request to extend the sewer line from Bill Davy.  The question was who would pay, that EPA permits would have to applied for, and there was not enough information to make any decisions.  The Committee requested more information to be presented at the next Committee meeting.

 

                                    Lawn Meters – Jeffries asked the Committee to do some research on this item; either have them hand piped so the meter reader can read them or eliminate them.

 

DISCUSSION:           Sidewalk Program Update

 

ACTION:                   Van Duyne stated that the sidewalk share program recipients have all gotten their sidewalks completed. 5,000 linear feet of sidewalk has been laid and just waiting for a final walk through approval to disperse final payment.

 

DISCUSSION:           Downtown Lighting

 

ACTION:                   Pam Monson explained that the wattage on the lights were being down graded to 70 watts, unfortunately this will be more expensive. Right now they are working on getting someone local to become an authorized dealer so the Committee can order the lights from them.  The City Engineer was asked to split the bid because half of the area already has electric conduit in place.

 

DISCUSSION:           Miscellaneous

 

ACTION:                   Oak Tree – The tree on Ryan Street has died and Van Duyne stated that 75% of the tree is in City property.  Due to the value of the wood Van Duyne will see if he can find someone who will take the tree down for the wood.

 

                                    Mitchell Street Tap – The Committee agreed to the tap at the expense to the owner for materials.

 

                                    Street Sweeper - Van Duyne just wanted to update the Committee on the already approved maintenance cost and to sign purchase order.

 

                                    955 Break Down – Van Duyne stated that the lift arm broke.  The Committee stated that he has to get it fixed.

 

                                    School Street Property – Van Duyne stated there is a lot in the 200 block of School Street that needs cleaning up.  Puracchio will look up pin number and McIntyre will notify owner to clean up or have a lien imposed.

 

                                    No Parking on Kankakee Street across from Bed & Breakfast – Johnston stated that cars have been parking on both sides of the street and it is becoming a hazard.  McIntyre will contact owner asking them to advise customers not to park there.  This will also go before the next ordinance & license committee meeting.

 

                                    Downtown Fountain – Van Duyne stated that the fountain was broken into several pieces and the man who repairs this is trying to find the time to repair.

 

                                    Mosquito Spraying – Van Duyne reported that the spraying will begin and there will be 4 to 5 applications.
