DISCUSSION:           Minutes 

 

ACTION:                   Alderman Hermes made a motion and Alderman Gilmour seconded to open discussions at 5:35 p.m. All yes. Motion passed.

 

                                    Alderman Hermes made a motion and Alderman Gilmour seconded to approve the minutes of the Water & Sewer Meeting and the Streets and Alleys Meeting as written and have them placed on file. All yes. Motion passed.

 

DISCUSSION:           Lime Silo

 

ACTION:                   Jeffries stated he had a bid for $14,000. to paint the silo.  He is expecting 2 more bids. Should start in October and take one week to paint.

 

DISCUSSION:           School Water Rates

 

ACTION:                   The Committee discussed combining all schools for one reading.  Fire Department doesn’t pay water.  Committee will address this at the October meeting.


DISCUSSION:           Sewer Line to Industrial Park

 

ACTION:                   Tyler stated there were some snags.  Rogina was off on the survey causing extra crop damage that will have to be reimbursed.

 

DISCUSSION:           Will County Governmental League

 

ACTION:                   Tyler invited anyone that was interested in attending the next meeting in Crest Hill they will be kicking off the Kankakee Street Project.  Jack also spoke with Neal Eickholtz and the City can use MFT funds to do baseline study.

 

DISCUSSION:           Kankakee River Drive Project

 

ACTION:                   Neal Eickholtz has applied for the proper EPA permits but also had to apply for a Union Pacific permit since it involves the railroad track.

 

DISCUSSION:           Water Tower

 

ACTION:                   Jeffries has a bid for $37,000. to take down.  The Committee discussed using the Fire Department’s tower for the Police antenna.  Gilmour covered options of different communication systems for the Police Department.  The City is also under contract with Cyber Broadcasting for their antenna.              Tower location options were discussed.

 

DISCUSSION:           Water’s Edge

 

ACTION:                   Jeffries stated that there is a problem with a section of the sewer floating up to the joint casing.  Tyler believes there is a Maintenance Letter of Credit that the City should check on to get this rectified.

 

DISCUSSION:           Water Department Employment

 

ACTION:                   Ad is in the paper and on the web site.

 

DISCUSSION:           Department Head Financial Policy

 

ACTION:                   Jeffries asked if Department Heads could sign off on budgeted items up to $2,500.00 and have one signature for up to $5,000.00  The current amount of $300 is hindering them. The Committee agreed to bring the issue to full Council.

 

DISCUSSION:           School Street

 

ACTION:                   Alderman Gilmour made a motion and Alderman Hermes seconded to Accept the Bid of $9,970.00 from Parrish Blacktop, to Tar and Chip School Street.  All yes. Motion passed.

 

DISCUSSION:           Sunset & Roberts Street

 

ACTION:                   Gary will call Norwalk to look at the ditch problem.

 

DISCUSSION:           Striping

 

ACTION:                   Alderman Hermes made a motion and Alderman Gilmour seconded to Accept the Bid of $6,227.50 from Marketing Specialists Corp, to Paint Stop Bars and Crosswalks around the Schools and Railroad Track Crossings. All yes. Motion passed.

 

DISCUSSION:           Sink hole on Rt53

 

ACTION:                   Van Duyne reported that a sinkhole has developed and it’s going under the bridge.  There is a meeting with IDOT by the old ESDA Building tomorrow at 10:30 a.m. if anyone is interested.
