Alderman Gilmour made a motion and Alderman Combes seconded to approve the minutes as written and placed on file. All yes. Motion passed.
DISCUSSION: Golf Carts in Waters Edge
ACTION Evans explained Waters Edge is within city
limits, therefore it is illegal to drive golf carts on city streets or
sidewalks. ATV’s fall into the same
class as golf carts and are not allowed on streets or sidewalks. They are allowed on private property. The exception would be if it is against homeowners
association covenants.
The City Council could pass an ordinance allowing
golf carts on streets, however, it would have to be city wide.
Evans
also explained, for now, violators will be cited.
DISCUSSION: Officer Scheduling
ACTION: Puracchio and Evans working out details to allow maximum coverage with minimal overtime.
DISCUSSION: Overtime
ACTION: The concern is overtime dollars. Mietzner explained he would prefer a more realistic figure, even if higher, than to go over budget. Evans explained the figures are still in negotiations and not yet finalized. Several officers on leave/off duty are also negatively impacting his overtime budget.
Also, when additional officers are needed for special events, the sponsors need to compensate the police department for services provided. An area City Administrator Puracchio will address.
DISCUSSION: Drug
Prevention
ACTION: Denise Issert reported on a drug prevention program, LEAD, implemented at the Mar Theatre in August, 2006.
The program requires employees to participate in a random drug testing program. To date parents and employees are very supportive of the “Local Employees against Drugs” program. An outside agency would be responsible for testing and record keeping. The cost is dependant on the testing program participating businesses chose.
The committee would like to expand the program to encompass all Wilmington business. The next step suggested is a letter from Mayor Strong to our businesses explaining and promoting the program.
Pam Monson will provide addressed envelopes and Denise Issert and Puracchio will meet to discuss content of letter.
DISCUSSION: Township Truck Traffic
ACTION: The Township Supervisors have requested assistance from the Wilmington Police Department in regards to vehicle violations such as overweight trucks, speeding, DUI’S, etc.. They would like local authorities as a back up when Will County Sheriff’s Police are unavailable to answer overweight truck calls. They proposed; any revenue received would be divided between the township and city. Gilmour stated the Sheriff’s Department would need to be in agreement as well as approval from our attorneys. Evans and Puracchio will compile information then contact committee.
Alderman Gilmour made a motion and Alderman Combes seconded to adjourn at 6:13 P.M. All yes. Motion passed.
