City Administrator Report

November 23, 2011

 

1.     IKE Grant (North Kahler Road) Update:

 

The engineering contract was received and is under legal review by City Attorney Urban and the 1st kick off meeting will be after Dec 1st. There will be neighborhood/community meeting scheduled in December and the most likely location will by at Grace Lutheran Church. Engineer Zemaitis will keep us posted. The survey crews will begin there site work as the first part of the project engineering which will take about 2 weeks.

 

2.     Building Department Update – Building Inspector:

 

Joanne Wagge accepted the part time building permit clerk open position and her hours will be every Wednesday from 8:30 am to 11:30 am, also, Don Friddle accepted the Building Inspector position (part time) and he will have hours on Wednesday and as needed ($15.00 per hour and $50.00 per inspection).

 

3.     ILLIANA Update:

 

The next work study meeting will be December 6th and a Public Meeting is scheduled for December 15th at the Matteson Conference Center (Holiday Inn) from 4:00 pm to 7:00 pm, more information will follow after the Dec 6th meeting.

 

4.     The Solar Compactor was installed and I was wrong on the location in my previous emails. The location is south of Jackson Street not North.

 

5.     Illinois Transport did close on the JADA property on Monday, so the next city council meeting and finance committee meeting the revised tax abatement schedule will be on the agenda. The School District did revise their agreement last week and Will County approved a 5 year tax abatement agreement last week. I will get copies of these agreements to distribute next week.

 

6.     Ridgeport Water Tower foundation work began and the first concrete pour was today (Nov 23rd).

 

7.     The Miken Carthage (RT 53 & N. River Road site) Zoning hearing was completed at the Planning Commission meeting and the Planning Commission did approve the B3 Zoning with a 4 Yes and 1 No vote. The Annexation Public Hearing is scheduled for Dec 6th City Council Meeting. The revised annexation agreement will be distributed next week which incorporated recommendations and suggestions which were discussed at the Zoning Hearing. I will be visiting their existing facility in McCook next week. There will be an open house forum invitation for the public and elected officials to view the plans with Miken Representatives at City Hall on Dec 6th at 5:30 pm before the Administration Meeting.

 

8.     Update on the Solar Project on the JADA Site. ACCOINIA is moving forward with the electrical connection study with Com Ed and this study should be completed by Jan 1st and the next step will be to review the financial viability of the project selling the power on the electrical energy market, mainly working with the Illinois Power Authority to begin discussion for a Purchase Power Agreement. This project still looks promising.

 

9.     North Island Christmas Walk displayed was inspected today and only a few minor suggestions were indicated to cover the electrical connections with plastic and secure the walk path lighting string. The Nativity Star was installed (by the volunteers) as a fixed star instead of using any type of crane or boon to hang the star overhead.

 

10.  The mower demonstration was a success and Supt VanDuyne will have more to report at the WSSA committee meeting.

 

11.  Staff and the Wilmington Fire District had a emergency weather preparation meeting last week to review the plan and resources available to address snow removal and/or other weather related winter storm emergencies. All the public works trucks have been inspected and repairs completed for the snow plow equipment.
