US CENSUS 2010 UPDATES:

The census data was received by the US Census Bureau which is 5,724 which is an increase of 590 additional citizens. The formal certification will happen through the Illinois Secretary of State by July 2011.

Additional Motor Fuel Tax Allotment: This project is set for a spring bidding and construction as present by Hamilton Engineering in December. A project map is being created to display the proposed construction improvements and a downtown meeting will be scheduled at the end of the month or early March.

DCEO Grant ($150,000) RT 53 Improvements & Pedestrian Bridge: The construction work has begun and the completion date is still on scheduled to be by April 30, 2011. The additional design work (Jackson Street) will be presented at the next Planning Commission meeting for their input then the WSSA Committee meeting in April which includes the extension of the pathway to RT 53 and on the east of the bridge to Water Street. Final funds disbursement was received from DCEO. A pre-construction meeting was held with D’Construction, Local 150 and ComEd on March 16, 2011 for coordination on setting the Pedestrian Bridge on the pillars. This will impact a few property owners on the West side of Water Street with electric outage for a short period of time 4-6 hours. The City will assist with notifying the property owners and the goal is to schedule this day on Monday if possible (April 11^th).

Police Facility Site Assessment: This is on hold waiting for a response from the School District, which the City should have a response in April.

Water Plant Maintenance and Plant Assessment, Intake Screens: This project has been advertised for bid on February 28, 2011, bid opening is March 30, 2011, at 11:00 am at City Hall.

Chestnut Property – Property for Sale: No activity, I contacted the one potential buyer and he is still thinking about submitting an offer.

Drug Free Coalition Grant Update: The Project Coordinator Megan Cassidy began her first day on March 7, 2011 and she has been introducing herself around the City.

NIMS Compliance Update: ESDA Director Dennis Housman is preparing the training schedule to begin the process for City Staff to receive certification. Our goal is to have training begin in April.

Forked Creek/Kankakee Street Bridge: Phase 1 engineering has begun.

Claypool Drainage District Meeting: Here is a brief summary prepared by Tim Juskiewicz P.E. Hamilton Engineering of what was discussed at the Grundy/Will joint meeting on March 16, 2011.

• There were about 12 government bodies including cities, villages, townships and Grundy County in attendance.
• They are interested in pulling together into one group to go after federal funding to conduct a hydrologic and hydraulic study of the Claypool Drainage District.
• The group would like North Central Illinois Council of Governments (NCICG) to prepare a grant application to secure DCEO Disaster planning dollars to fund the study.
• The group decided that Grundy County would be the point of contact (sponsor) for the application.
• The application would be for $300,000 in grant funds with no required match.
• The group also feels that to give their application the best chance that they need to put some funds into the project.  This would show that everyone in the group has committed to the project (local buy-in). 
• How much each entity would contribute has not been determined.
• There is another meeting next month on 4/13 at 4pm at the same location, Will Pioneer Seed office in Mazon.

Hamilton Engineering will be assessing how much of the City is in the Claypool Drainage District and will provide the City an exhibit.

RT 53 & New River Road Intersection Improvements (IDOT Project): The final design plans have been reviewed and submitted with the City’s recommendation for a bike trail, interconnect with the RT 53/Peotone Rd intersection and pre-emption equipment.

I-55 Interchange Plans for Lorenzo Road and RT 129: IDOT is preparing to have the public forum in April. When I received a confirmed date an email will be sent and IDOT will have a press release announcement. Also, RT 129 Southbound Exit is being structurally analyzed and there is a good possibility that this exit maybe closed this summer. More information will follow as I continue to meet with IDOT.

Community Development Block Grant: The televising will begin after approval of the proposal ($3,800) by City Council on March 15, 2011.

Widows Road Street Overlay Project: The bid for this project will be in the Free Press Newspaper on March 23, 2011 and the bid opening will be April 1, 2011.
