This report is a summary of activities, projects, programs, events and financial updates as they relate to the Departments and the City Administrator’s office.

 

 

US CENSUS 2010 UPDATES:

Media Advisory -- U.S. Census Bureau to Release First 2010 Census Counts

What:  Fulfilling its constitutional mandate, the U.S. Census Bureau will release the first set of 2010 Census data at a news conference Tuesday, Dec. 21 at 11 a.m. EST at the National Press Club in Washington, D.C. The 2010 Census data to be released include the resident population for the nation and the states as well as the congressional apportionment totals for each state. The law requires the Census Bureau to report these results to the President by Dec. 31.

Additional Motor Fuel Tax Allotment: The City Wilmington received the funds OF $22,295 and a concept plan of improvements is being prepared focusing on the Downtown Business area north of RT 53. The plan will be presented in January to the WSSA Committee and the City will invite the Downtown Business Committee to attend. The City budget might be able to match this allotment which would make the total MFT fund available for this project to be around $45,000.

 

DCEO Grant ($150,000) RT 53 Improvements & Pedestrian Bridge: The pre-conference construction meeting was conducted with D’Construction, ComEd engineers, Local 150 operating engineers and city staff. The project will begin construction when the weather will permit which should be around March 1st.

 

Booth Elementary/Police Facility Assessment: The assessment and feasibility study was completed and presented to the Committee with a follow up with the School District. The City Council agreed to notify the School District that the City no longer has an interest to purchase the school however, may consider at a later date to discuss purchasing the land after the District demolishes the building.

 

E. Kahler Road & Butcher Road Forest Preserve Update: The Will County Forest completed the project and the sled hill was dedicated and is now open.

 

US Cold Storage:  At this time, the City’s position regarding any adjustment to the sewer rate credit will need to be addressed on a city wide basis while staying within compliance to the IEPA Sanitary Sewer Loan.

 

Water Plant Maintenance and Plant Assessment, Intake Screens: The city staff and engineers are completing the Modified IEPA Loan/Forgiveness application and will submit the documents by 12/23/2010. The amount requested is $650,000 which $162,500 will be a grant and $487,500 will be a loan with a low interest rate between 1.8% -2.5% with a 20 year repayment schedule. Once the loan is approved by the IEPA there will be follow up documents for the City Council to review and a request to approve. At this time, $350,000 is dedicated towards the loan repayment program which was received from Ridgeport.

 

Celotex Property: Still working on the coordination meeting with USEPA and IEPA region representative for this site. A request for a meeting will be some time in January I will keep you posted.

 

Bob Cat Field Lease Agreement: Attorney Urban completed the legal review and Bob Cat Association has reviewed the final draft. The next step is to schedule a public hearing as required by State Statute.

 

Chestnut Property – Property For Sale: The FOR SALE sign was installed by Public Works and there is one interested buyer who stopped by and picked up the appraisal documents. Hopefully, we will have an offer review in a few weeks.

 

Safe School Route Grant: The Safe School Grant application is being prepared for phase one of the school travel plan which is speed reduction and school zone safety along Kankakee Street for both the public and private schools with an estimated costs of $90.000. Phase Two engineering review is focusing on Joliet Street for sidewalks replacements, curbs, ADA crosswalks and new sidewalks, estimate cost is $230,000.

 

Drug Free Coalition Grant Update:  Grant participants from Chestnut Health System, Coalition President Ekstrom and Finance Director Theobald attended a mandatory conference workshop in Washington DC. The operations and fiscal management procedures were approved and rental space for the office is getting closer. I should have something to report at the 12/21/2010 Council meeting.

 

Subdivisions unfinished improvements & Letter of Credits:  Fox Tail Commons street lights have been installed waiting for final inspection and ComEd connection to be activated. Deer Creek Estates sold the duplex unit which is a good sign however; the City will be exploring the options for the public improvements to be completed next spring/summer season. A report will be provided in January with an update regarding the City’s lega/financial ability to complete this project. O’Brien’s subdivision completed the storm water structure improvements and next spring the final lift of asphalt will be installed. Water’s Edge and Prairie Farms drainage/flood study has begun and the temporary flood mitigation plan has been completed and is under review by the Prairie Farms developer.

 

Forked Creek/Kankakee Street Bridge: The grant application was completed and submitted for the request to improve the bridge and sidewalk access and the estimated costs is $1.3 million with 80% grant funded and 20% City funded. The budget plan is to dedicate $200,000 of the next Ridgeport Payment of $500,000 which is due on May 1, 2011to this project and if needed dedicate $60,000 of the $250,000 Ridgeport payment due on May 1, 2012 to the project. The engineering timeline is 18 - 24 months to be completed and construction should begin in 2012/2013.

 

RT 53 Arsenal Rd/New River Road/Peotone Rd Intersection Corridor: The state has completed the design work for RT 53 and New River Road intersection and the plans will be delivered for our review. This project is still slated for construction in the summer of 2011. I will provide more updates at the City Council meeting if the plans arrive in the next few days.

 

I-55 Interchange Plans for Lorenzo Road and RT 129: IDOT is planning to conduct another public information forum on January 18, 2011 at the High School Cafetorium from 4pm – 7pm for public comment. The goal is to finalize the interchange design to prepare for a public hearing in September 2011. The project has been ongoing with meetings between the City, RidgePort , Will County Highway and IDOT for the last 2-3 months working with a transitional plan for RidgePort to be able to begin construction with Lorenzo Road this Spring/Summer of 2011. The plan is to have RidgePort provide an update with exhibits at this public forum, this request was submitted to the Regional Director Engineer Diane O’Keefe and at this time everyone believe this is a good idea so the public can view both projects and the transition of the interchange plans to final design and construction of both interchanges on I-55.

 

Community Development Block Grant: The City received notice of award for $100,000 for the CDBG Grant program which was submitted for the slip lining of sanitary sewer from the old plant area to Kankakee River Drive (est. 2500 liner feet). Televising proposal are being solicited which is the first step and bid specifications will be prepared. The $100,000 will completed about 40% of the project and the plan is to submit for a 2nd CDBG grant for 2011 to complete the project in 2012. The goal was to use the grant funds to complete this project with minimal funds form the City ($10,000). This year’s budget allocation was $5,000 towards the televising of the line.

 

JADA Solar Project Update: The solar company is beginning the transmission study which will take about 60 – 90 days. Once this study is completed and reviewed by the company we will have an update on the overall project goals and objectives as the due diligence period continues.

 

PACE Dial –A–Ride Program: There has been meetings with PACE, Will County, Manhattan, Channahon and Wilmington to discuss realigning this program to increase availability for the S/W region Dial-A-Ride riders. PACE was agreeable to a Pilot Program to allow all riders to travel all of Will County and allow the schedule to be increased to 6am – 5pm Mon – Friday. Our current costs was estimated to be $5,186 as of today we have paid $2,800 with the potential increase ridership and further distance/time for ridership destination our costs could increase to $20,000 if the usage increase which is the goal for this pilot program with increase hours and destination being all of Will County instead of focusing around Joliet area only. The other added benefit is the bus only travels to Orland Sq Mall for Shopping which is in Cook County under the new pilot program the riders can travel to Louis Westfield Mall and Promenade Marketplace in Boling brook and the New Silver Cross Medical Center in New Lenox. More information will be forthcoming at the City Council meeting to review and request to approve the Pilot Program. Also, our group with continue to meet quarterly to monitor this pilot program to manage the costs and success of the program.
